The South Carolina Department of Public Health (SC DPH) are seeking a detail-oriented and proactive professional to manage and support statewide procurement operations, with a strong focus on Purchasing Card (P-Card) program administration, compliance auditing, and strategic sourcing.

This role ensures adherence to the South Carolina Consolidated Procurement Code and agency policies, while fostering vendor relationships and maintaining market awareness.


Job duties will include, but are not limited to:

  • 1. P-Card Program Management

    • Administers the statewide Purchasing Card (P-Card) program.
    • Maintains accurate records of P-Card applications and updates training materials.
    • Serves as the primary liaison with Bank of America for WORKS application updates, including card issuance, funding segment setup, and allocation.
    • Assists cardholders with declines, compromised cards, and MCC lift requests.
    • Compiles monthly WORKS funding details for Accounts Payable processing.

    2. Procurement Auditing and Compliance

    • Conducts audits of P-Card transactions using Excel-based random selection tools.
    • Coordinates with cardholders to obtain necessary documentation for audit reviews.
    • Ensures compliance with agency and state procurement standards.

    3. Goods and Services Procurement

    • Purchases goods and services in accordance with the S.C. Consolidated Procurement Code.
    • Develops solicitation documents with clear scopes of work and technical specifications.
    • Creates and modifies purchase orders and contracts in SCEIS.
    • Facilitates pre-bid conferences and site visits as needed.
    • Collaborates with internal teams including Procurement, Contract, and Legal Offices.

    4. Market Trend Awareness

    • Maintains current knowledge of market trends and vendor offerings for assigned commodities.
    • Engages regularly with vendors and contractors.
    • Provides guidance to agency staff on procurement matters.
    • Monitors contracts and ensures proper documentation and compliance with best practices.

    5. Other Duties as Assigned


Requirements

State Minimum:
A bachelor's degree and experience in procurement and contracts.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Minimum:
A bachelor's degree and experience with purchasing card, procurement, and contracts. Related experience in business administration, administrative services, or related studies. Experience may be considered in lieu of a bachelor's degree with approval from DPH Office of Human Resources.

Qualifications

Experience managing the P-Card program for a SC government entity is desired. Proficiency in MS Word and Excel. Thorough knowledge of the South Carolina (SC) Consolidated Procurement Code. Must have good communication and writing skills. Possess either Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/or NIGP Certified Procurement Professional (NIGP-CPP) certification.
