This position serves as a Purchasing Agent for the Logistics Service at the Veteran Affairs Health Care System and catchment area in Doral, Miami.
The Purchasing Agent primarily performs work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures.
The work requires practical knowledge of procurement procedures, operations, regulations and programs.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/13/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
GS-05: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service.

You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: reviewing and working with patients' medical records; completing training or assisting in routine and complex specialized purchases for clinics including medical equipment, prosthetic and orthotic appliances; utilizing computer software programs; and communicating with internal and external customers via various methods.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have: Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite.
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
NOTE: Transcripts must be submitted with application. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement.
One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.(i.e.
6 months of specialized experience and 3 years of education above the high school level).
GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Acquire supplies, services and construction by purchase rental or lease through delivery orders using the government purchase card for micro purchases.
Ensuring these purchases are procured in accordance with federal and VA regulations policy and procedures Possessing knowledge of commercial supply sources and common business practices related to sales, pricing, discounts, units of measurement, deliveries, stocks, and shipments; reviewing and editing purchase requests Obtaining necessary product information, pricing details, and procedures for both written and verbal purchase orders; ordering, tracking, and monitoring procurement transactions Examining Fund Control Points and verifying current balances to ensure procurement obligations are complete and approved prior to placing orders; monitoring vendor performance through direct contact, reviewing progress reports, and discussing reasons for delays, failures, or price changes Procuring supplies and services to satisfy organizational needs for purchase, rental, or lease Monitoring purchase activities and reconciling credit card billing statements, purchase requests, receipts, and active or delinquent invoices; overseeing order administration, services, timekeeping, and record-keeping functions Utilizing various automated systems to input, update, revise, sort, and calculate data; and delivering exceptional customer service to both internal and external clients through multiple communication channels.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands.
The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.

Major Duties:
Major duties may include, but are not limited to, the following: Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR),Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
Ensure the services provides are documented not only as the type of service, but the duration.
Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.
