The Local Government Division (LGD) partners with local governments, nonprofits, and others to strengthen the ability of all forms of local government and community-based organizations to fund and develop critical services to their citizens. The division provides leadership in local government finance and statewide infrastructure initiatives that help create and retain jobs. We also provide grants, loans, and planning and technical assistance to local governments for community development needs, infrastructure improvements, and economic development opportunities.

The Public Works Board (PWB) assists local governments in meeting their critical infrastructure needs by providing technical assistance, training, and funding for basic public works infrastructure including water, wastewater, stormwater, roads/streets, bridges, solid waste/recycling/organics and broadband systems.

This position assists the PWB program team with program management activities and initiatives including contracting and closeout processes; community outreach and communication support; and improvements; and database support and record keeping. This position is the Board Liaison and supports the Boards' mission and is the lead in coordinating all activities associated with the Board (13 members) and their meetings, workshops, and policy retreats.

This position does require travel to board events spread across WA.

Requirements

Program assistance to policy and program development teams
Tasks include:

• Assist in the coordination and development of special projects, such as identify all PWB contracts by Legislative District and location of the project for the state.
• Assist with research and analysis on program developments and prepare project-specific reports for the program.
• Provide staff assistance to the PWB program to include, but is not limited to:
o Participate in Ad Hoc Committees, as needed.
o Assist in work plan development and implementation.
o Assist in the collection, research and synthesizing contract and program data submitted by jurisdictions applying for funding or under contract with the PWB to ensure accuracy as requested.
o Respond to local jurisdiction requests for loan service information including running report for updated amortization schedules and sending to jurisdictions as requested.
o Coordinate with the Unit Admin to ensure invoices requiring mailing are organized with up-to-date information.
o Ensure all contracts using email for loan invoicing have current information within the Contract Management System.
o Monitor aging loan report to ensure all payments are being made by pulling report from the Contract Management System, document what accounting needs to correct and coordinate with the project manager for any additional follow-up.
o Enter updated data into Commerce Systems such as CMS, SmartSheets and other tracking tools to reflect current contract status, deliverables and expenditure tracking.
o Coordinates with PWB staff/PWB COM3 to provide technical assistance to local jurisdictions seeking infrastructure funding.

PWB contract execution, tracking, reporting and closeout
Tasks include:

• Maintain contracting documents and templates for the PWB program manager and team.
• Create, compile and send PWB award and contact documents to PWB project managers to ensure timely finalization of contract materials.
• Coordinate contract document routing and signatures with project managers, program manager, and the Board Chair.
• Collect contracting data and ensure timely and accurate contracting systems.
• Provide contracting database support and maintain community files to ensure data integrity for state contracting databases.
• Produce and analyze project and program data to support communications efforts related to project scopes, community impact, total project costs and status of project delivery, as requested and in coordination with the project managers (COM3s) and communications lead.
• Assist in maintaining best practice in file management for contracting and archiving contracts to ensure program records meet record retention requirements.
• Assist in responding to public records requests.


Board Liaison to the Public Works Board
Tasks include:

• Maintain communications between the PWB, its partners, staff, and authorizing organizations ensuring purpose and logistics of board sponsored activities such as retreats, regional trainings, tours, workshops and other special event logistics are coordinated with clear communication of timing, locations, and any other details including accommodation and food needs.
• Monitor and direct emails to board members and association partners using the PWB Liaison shared inbox.
• Coordinate and administer details related to the Governors' office documentation on PWB member appointments.
• Maintain and update New Member Orientation Handbook to ensuring information is up to date and that new members are properly onboarded and understand expectations. This includes scheduling orientation meetings with newly appointed members, train members on travel reimbursement procedures, ensure the completion of the Open Public Meeting Act online training and prepare new member memo(s) for PWB meeting agenda packet.
• Assist with the development of documents including but not limited to letters, acknowledgments, notifications, press releases, board minutes, confidential and sensitive materials, legislatively mandated reports, and other requests for information requiring accuracy and timeliness.
• Reimburse board member expenses monthly ensuring payments are processed timely and accurately.
• In coordination with other PWB staff, schedules legislative meetings and ensures PWB staff and PWB Executive Director are aware of upcoming meetings and/or scheduling changes
• Gather Quarterly Public Disclosure Commission reports from Board members and submit reports to the Public Disclosure Commission to maintain compliance.
• Schedule and Coordinate PWB Business Meetings, including: notify code reviser, post meeting agenda packet on website, book conference rooms, setup Zoom/Teams or other communications tools, ensure security protocols are followed during meetings and query Board members for quorum.


Community outreach support
Tasks include:

• Assist PWB staff with updating PWB applications, program handbook and materials ensuring information is accurate as program priorities evolve.
• Assist development and implementation of workshop/regional trainings and other technical assistance events, including registrations, presentations and handouts.
• Assist with PWB program communication, marketing and website maintenance.
• Provide general technical assistance by responding to initial inquiries and questions, providing assistance on where to find specific information and documents for any potential applicants and stakeholders.
• Assist with implementing stakeholder input and applicant feedback activities.
• Coordinate outreach needs with PWB Project Managers.


Assist with the contract activities of other programs within the Community Infrastructure Assistance Unit.
Tasks include:

• Cross train with unit staff on selected contract requirements.
• Consult with other unit staff to resolve contracting questions and issues.


Qualifications

Five (5) years of combined experience and/or education as described below:
Experience must include:
• One (1) year of professional experience working with funding programs such as local, state or federal grant programs, coordinating/providing assistance to boards and commissions.
• Familiarity with government contracting, public funding programs, grant management or related field.

Education involves business, public administration/policy, urban planning, environmental services, contract or project management or related field. Qualifying education post High School or equivalent may be substituted year for year for experience.

• 3 years of experience and two years of education
• 2 years of experience and three years of education
• 1 year of experience and four years of education

Additional Information

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
