Summary

This job involves managing partnerships between the Navy and private companies to develop and maintain facilities through Public Private Venture projects, ensuring everything runs smoothly from planning to long-term upkeep.

Full Job Description

You will serve as a PUBLIC PRIVATE VENTURE PROJECT MANAGER in the Asset Management Business Line of NAV FACILITIES ENGINEERING COMMAND SE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) Applying a range of federal, state, and regional policies, codes, regulations, and requirements pertaining to the planning, programming, budgeting, and execution of Public Private Venture (PPV) projects; 2) Using administrative and project management processes necessary to successfully execute and manage PPV projects as assigned within the PPV program; 3) Assisting in developing and executing the PPV annual budget, and identifying the appropriate funding sources for PPV project actions; 4) Negotiating complex business agreement terms with private industry, and manage, oversee, & monitor the DoN's investment in the resulting projects; and 5) Planning sustainment in conjunction with private industry to ensure projects' long-term financial viability and proper asset management.

  • You will monitor compliance of business operations and business agreements to ensure long-term fiscal soundness and customer satisfaction with the project.
  • You will prepare project reports, briefs, updates on project status including identification of significant events and/or issues for higher echelons within NAVFAC and Supported Commands.
  • You will facilitate on-site meetings to review PPV project initiatives, discern their effectiveness, and devise follow-up action as necessary.
  • You will benchmark strategic and business metrics and develop and implement process improvements and best business practices.
  • You will conduct financial oversight of the PPV projects, monitor status of execution performance, coordinate priorities and schedule changes to ensure Supports Command expectations are satisfied.
