DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Performs inspections of public infrastructures for various civil construction projects in support of Houston Public Works Drinking Water Operations. Must be familiar with reading construction plans and details in locating COH above and below ground assets. Assists with coordination of projects within the Contract Management Team for Drinking Water Operations and as well as other duties assigned.

The Public Infrastructure Inspector duties will include but are not limited to:
• Reviewing drawings reading GIS maps and interpreting COH specifications for a variety of repair/installation/rehabilitation and municipal construction projects.
• Inspects various civil construction sites to ensure compliance with technical specifications and approved contract documents
• Records, takes pictures, updates required reports in Work order Management system / Payment system and submits all construction related activities daily. Reports to include full and specific details on progress, any modifications/adjustments to infrastructure, equipment usage, materials, labor, etc. At minimum photographs are required to be included with daily activity reports
• Verifies new materials are used (with pictures) in accordance with project specifications
• Ensures contractor has properly notified residents of construction in the area, is using proper PPE and conducting the repair in compliance with COH specifications.
• Responds to inquiries from the public, civic groups, contractors, technical professionals and businesses
• At times will conduct investigations to verify potential source of water leaks, damaged utilities and future locations where adjustments to infrastructure will be needed
• Inspector will also be requested to assist with both the coordination and physical isolation of water lines using system valve up to 20” in diameter
• Inspector may be required to assist with emergency weather related activities such as weather protection, tree debris removal

WORKING CONDITIONS
This position occasionally requires stooping or bending. , project tools (wrenches, valve keys), turning hydrant wrenches/ valve keys to assist with construction activities (up to 40 pounds or an equivalent weight) may be required. Maybe required to assist the Project Manager in extreme weather conditions (heat, cold, rain) in the field to locate various assets of the COH or determine potential assets that might need repair/replacement by contractors or COH repair teams.

This is a Department of Public Works Emergency Management position at the Tier II.


Requirements

EDUCATIONAL REQUIREMENTS
Requires a high school diploma or a GED certificate.

EXPERIENCE REQUIREMENTS
Four (4) years of skilled experience related to construction are required.

Substitution: A Bachelor’s degree in Construction Management or a related field may substitute for up to four years of the experience requirement. Vocational training and education may be substituted on a year-for-year basis for up to four years of the experience requirement.

LICENSE REQUIREMENTS
Valid Texas Driver License and compliance with the City of Houston's policy on driving.

Qualifications

PREFERENCES

Preference will be given to candidates with that have earned the designation Certified Public Infrastructure (CPII) from the American Public Works Association .

Preference will also be given to candidates that have previous experience with Contract management. Experience with Contract Compliance and familiarity with contract terms and conditions.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
