About the Position: Serves as the Public Affairs Specialist for the Medical Department Activity (MEDDAC) Bavaria, responsible for planning, organizing, and executing comprehensive public affairs support for the headquarters and its network of medical and dental clinics.

Specialized Experience: One year of specialized experience which includes: Identifying communication needs; developing and disseminating informational material using a wide range of communication methods (e.g., written articles, television and radio, photographs, interviews, ceremonies, social media and websites); establishing and maintaining relationships with media organizations; and evaluating the effectiveness of information and communication programs in furthering agency goals.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Communication, Journalism, or Public Affairs.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Develop communication plans that inform and educate the general public and identified stakeholder groups about the mission, programs, and activities of the Medical Department Activity (MEDDAC) Bavaria.
  • Exercise final approval authority for news releases distributed to external media outlets.
  • Serve as the official spokesperson for the organization when engaging with media representatives and other public audiences.
  • Provide communication and public affairs guidance to internal and external participants associated with the Medical Department Activity MEDDAC Bavaria.
  • Serve as the web editor and quality-control authority for written, visual, and multimedia information released through various web content management systems.
  • Ensure the receipt, development, and distribution of accurate information to media representatives and public outlets to foster, strengthen, and maintain positive relations with diverse communities.
  • Provide clinic orientation to newly assigned personnel.
  • Compile and prepare the MEDDAC Bavaria Annual Historical Report to document key activities, accomplishments, and organizational milestones.
