About the Position: This position is located in Healthcare Administration, Health Operation Division. Leave accrual negotiation may be available for those candidates who are new to Federal service.

Federal employees in Hawaii are currently entitle to receive a 8.64% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes planning public affairs campaigns to enhance blood donor recruitment; writing/editing speeches, memos and/or publications; distributing information to public.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs or Communications.

(You must attach a copy of your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Service blood program policies and procedures; installation and facility policies and procedures, accrediting, certifying, and regulatory agency requirements; technical publications; and standards of practice throughout the blood bank industry.
  • Apply guidelines and make interpretations regarding the handling of local issues and recommend new or revised procedures to the ASBP Blood Donor Recruiter Supervisor and BDC leadership.
  • Maintain a program of donor motivation and education to ensure vigorous suppose of the Department of Defense (DoD) Blood Program.
  • Develop and maintain relationships with community service organizations, veterans groups, and military programs (i.e. MWR) to ensure maximum efforts are made to recruit blood donors.
  • Ensure the scheduling and coordination of blood drives are adequate to meet the collection requirements established and directed by the ASBPD, Service Blood Program director, and BDC OIC/leadership.
