Summary

This job focuses on coordinating public affairs and law enforcement efforts for the U.S.

GS-11: To be eligible at the GS-11 level, you must meet the Specialized Experience, Education, or a Combination of Education and Experience Criteria as defined below.

Specialized experience: One full year of specialized experience equivalent to the GS-9 level.

Specialized experience is defined as coordinating and personally participating in media events; establishing and maintaining media relationships; arranging for press conferences by contacting appropriate representatives of local or national media; planning, writing, and editing news releases; briefing news media representatives; preparing written material for dissemination and publication; coordinating and supporting social media operations and applications; evaluating overall effectiveness of media programs and developing ways to enhance the mission and programs of an organization, analyzing a law enforcement organization to determine program and informational needs; developing and administering a Law Enforcement Coordination program; and conducting meetings with law enforcement subject-matter specialists and federal, state and local officials.

OR Education: One of the following types of education in a related field (e.g., Criminal Justice, Communications): a Ph.D.

or equivalent doctorate degree; OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.

In order to qualify based on a combination, graduate education must be in excess of 2 full years.

GS-12: To be eligible at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level.

Specialized experience is defined as experience performing the following types of work and/or tasks: serving in a law enforcement, public safety, or community engagement role that involved building partnerships among agencies or organizations; coordinating or delivering law enforcement training programs, workshops, or seminars; analyzing and interpreting public safety or crime data to support program objectives; and facilitating meetings or joint initiatives with federal, state, or local law enforcement officials, subject-matter experts, or community partners, experience developing and implementing strategies to support community engagement and public safety efforts, direct and regular contact, collaboration, and coordination with representatives of law enforcement agencies that are external to the agency for the direct purpose of resolving challenges in urban, suburban, rural, and tribal communities, program management experience that includes developing, implementing, and overseeing project/program milestones.

Deliverables and strategic plans regarding USAO priorities, including one or more of the following: promoting border security and immigration enforcement, and reducing hate crimes, violent crime, fentanyl/opioid deaths, human trafficking, and child exploitation, identifying, compiling, analyzing, and organizing information for detailed oral and written reports (e.g., strategic plans, program materials, briefing documents) and decision making, developing and presenting detailed information orally to law enforcement officials.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.

As the Public Affairs and Law Enforcement Coordinator (PA/LEC) in the United States Attorney's Office (USAO) you will serve as the office's district-wide specialist in media relations, public/community engagement, law enforcement coordination, and strategic initiatives.

The specialist, under the direction and/or guidance of the supervisor and United States Attorney, performs work to further the USAO/Department of Justice (DOJ) priorities, strategic initiatives, and litigation and advance public safety.

At the full performance level, typical work assignments will include: Conveying and disseminating case-related information to the media, general public, and specialized groups and organizations through written and oral form, including through the USAO's social media platforms.

Planning, developing, and conveying complex information using various forms of communication including news media interviews and press conferences in accordance with policies, procedures, and local court rules.

Developing and advancing messaging campaigns related to initiatives of the Department, USAO, and/or law enforcement agencies.

Serving as the USAO's primary point-of-contact for inquiries from the media and general public while establishing and maintaining effective working relationships with members of the local, state, and national news media.

Preparing the U.S. Attorney and other staff for interviews and press conferences. Aiding the development and implementation of the USAO's crisis communication responses.

Coordinating and collaborating with law enforcement and other public safety agencies to problem-solve challenges and advance public safety.

Aiding in the planning and coordination of special events, workshops, seminars and other meetings within various organizations with the collaboration with law enforcement and public safety agencies.

Ensuring that the USAO is represented at important convenings hosted by law enforcement and other public safety agencies.

Serving as the district's liaison to the DOJ grantmaking agencies, including providing information about conflicts related to DOJ grant applications.

Escorting news media and law enforcement representatives across the district. Responsibilities will increase and assignments will become more complex as your training and experience progress.
