The primary purpose of this position is: To serve as the Chief of Protocol for the newly formed Ira C.
Eaker Center for "Leadership" Development (Eaker Center) and senior Protocol Officer for all Centers, Institutes, Academies, Schools and Colleges therein assigned.
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes (1) executing functions of support organizations to plan and coordinate quarters, transportation, publicity, and mess support for visits by all levels of dignitaries and Distinguished Visitors, (2) expertise in planning and coordinating conferences, ceremonies, and social functions and official events, (3) proficiency in protocol to answer difficult protocol questions from both external organizations and internal sources, as well as modify standard protocol methods and procedures, (4) and comprehensive knowledge of proper protocol courtesies to be accorded to visitor from both the United States and foreign governments.
Ability to research special protocol and visiting requirements of foreign and U.S. dignitaries as well. OR EDUCATION: Successfully completed a Ph.D.
or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of the concepts, principles, and practices of a protocol program and ability and knowledge of qualitative and quantitative techniques for measuring, analyzing and establishing a metrics system to review the effectiveness and efficiency of functions/events.
Strong communication skills (both written and oral) required conducting and coordinating protocol activities for a variety of organizations.
Must be skilled in gathering, evaluating and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
Detailed knowledge and general understanding of DOD, Air Force, Major Command and military traditions related to protocol.
Appropriate social skills required in order to work with people in attaining mutually positive ends.
Ability to revise aspects of protocol functions based on information gathered and how it relates to the overall mission of the Eaker Center and the support services needed to carry out complex assignments for the school.
Working knowledge of budgeting and accounting practices to project, monitor and document expenditures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Develops and implements protocol policy and procedural guidance for the Eaker Center Commander and other applicable personnel (to include Eaker Center senior staff, faculty and student body, in addition to Eaker Center academic centers and other Air University organizations) concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc.
Plans, coordinates, and consolidates initiatives, plans, and actions of organizations' elements into an integrated protocol program.
Serves as protocol advisor to the Eaker Center Commander, faculty, staff, student body, and subordinate units. Plans, designs and implements specific and special protocol guidance.
Advises the Commander on the impact of day-to-day as well as short-notice, sensitive protocol issues and problems.
Schedules, plans, directs and monitors cradle grave requirements for the visits of senior distinguished military and civilian leaders and other visitors to the Eaker Center and Air University (AU) either in support of the Eaker Center academic programs, special events and conferences, or for orientation purposes.
Projects and monitors funding for Protocol functions and guest speakers.
Prepares a wide range of financial paperwork for all visiting lecturers and VIPs to include invitational travel orders, vouchers, requests for honorarium, etc., and applies to appropriate department's budget.
Monitors and coordinates long-range planning of special and annual events, provides oversight of academic scheduling and provides input and coordination regarding Eaker Center Commandant's activities and calendar.
