This job involves leading a team that provides prosthetics, sensory aids, and rehabilitation equipment to veterans at a VA medical center in San Francisco, including managing staff, budgets, and operations while stepping in for the chief when needed.
It requires overseeing everything from inventory to compliance and acting as a bridge between departments.

The position is located in San Francisco VA Medical Center in the Prosthetic & Sensory Aids Service (PSAS).
The position is overseen by the Chief of the Prosthetic & Sensory Aids Service, SFVAHCS.
The Assistant Chief is responsible for managing and direct supervision of assigned PSAS staff and all phases of prosthetic operations.
This person functions as the Chief of the service in the Chief's absence and serves as liaison between Prosthetic Service and other departments.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
BASIC REQUIREMENTS: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education: Candidates must meet at least one of the requirements below: Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; ~OR~ Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business.
The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management.
This course work may have been completed within the degree or in addition to the degree; ~OR~ Experience/Education Combination: Equivalent combinations of experience and education are qualifying.
Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS 12 Prosthetic Representative Assistant Chief Experience: At lease one year of experience equivalent to the GS-11 grade level Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions.
Ability to analyze data and make recommendations to optimize quality, efficiency, performance, and productivity within the service.
Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics or prosthetics.
Knowledge of compliance and regulatory accrediting organizations. Ability to manage, interpret, and present fiscal data (i.e.
fund controls, contracts and equipment expenditures), forecast resource and equipment needs, and administer an allocated budget.
Preferred Experience: Has experience and knowledge of the operational functions of Prosthetics Service. Is familiar with established best practices related to Prosthetics Consult Management.
Has a good foundation in data management and experience with data management programs.
Physical Requirements: Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers.

The Prosthetic Representative Assistant Chief develops and maintains system(s) of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations.
The position contributes to the effective utilization of resources, budgetary allocation, and fiscal management.
The assistant chief makes selections; assigns personnel; and provides direction to subordinate staff.
They manage the training and evaluation of staff and develop local organizational policies and procedures.
Manages and directs programs to support delivery of services and benefits to veterans, their dependents, or beneficiaries, such as voluntary services, or health and safety services.
Additional duties include but are not limited to: a. Establishing long, and short term, program goals. b. Responds to a variety of correspondence. c.
Chairs local facility committees, workgroups, or teams. d. Provides technical guidance regarding prosthetic devices and services. e. Adjusts workload. f. Develops performance measures. g.
Coordinates specialty programs which include Clothing Allowance, Home Oxygen, Telehealth, Automobile Adaptive Equipment (AAE) and Home Improvement & Structural Alterations (HISA). h.
Implements new local and national guidelines. i. Responsible for monitoring quality assurances program for the PSAS. j. Analyzes and reviews various monitors and databases. k.
Develops and analyzes cost containment initiatives. l. Administers the veteran appeal process regarding PSAS issues. m. Develops functional statements, performance standards and competencies. n.
Develops business and action plans. o. Manages resources (i.e., space, equipment, supplies, and personnel). p. Understands the unique characteristics of assignments for which he/she is responsible for.
q. Participates at national initiatives, intra-agency workgroups and/or committees. Program Management: Establishes program goals, manages program resources and evaluates program implementation.
Develops procedures to implement legislative and administrative requirements for the prosthetics programs. Prepares policy and procedural guidance for program participants.
Assures that all program activities are carried out in accordance with regulations on eligibility and extent of entitlements.
Develops and implements management systems to assure timely delivery of services, assure patient satisfaction and compliance with regulation. Identifies and corrects negative trends.
Prepares budget estimates to implement program, monitors budget execution. Oversees the purchasing of prosthetic items and services.
Serves as Contracting Officer's Technical Representative (COR) for program contracts. Authorizes acquisition, repair, replacement, and other expenditure of funds.
Maintains inventory control of all equipment (Prosthetic Inventory Package (PIP).
Service Delivery: Coordinates with medical personnel on delivery of services for complex and specialized prosthetic and adaptive equipment.
Advises on extent of patient eligibility, availability and capabilities of devices and services, design of new or modified equipment and care of various types of equipment.
Oversees procurement, manufacture, modification, repair and distribution of all covered equipment and clothing.
Maintains public relations network with manufacturers and vendors of specialized equipment to provide information on Veterans program plans and procedures.
Assists in resolving problems on purchase orders, service invoices and other business transactions. Other duties as assigned. Work Schedule: Monday- Friday 8:00am-4:30pm or as determined by supervisor.
