Job Description

Summary

This job involves helping project managers at the City of Long Beach Harbor Department by creating and updating schedules to ensure projects stay on time and within budget, while coordinating with teams to track progress and prepare reports.

It supports construction, design, and management projects from start to finish using specialized software.

Grade I - $47.157 - $64.124 Hourly

Requirements

Under general supervision, the Project Scheduler works directly with assigned Projects Managers (PM) who provides specific directions and guidance on project specific execution. Responsible for the overall planning and completion of a project schedule, coordinating with project delivery team members to resolve issues in order to keep projects on schedule and under budget. Coordinates and/or supports Project Managers in the Construction Management, Design, and Project Management divisions with the execution of assigned projects from inception through completion; assists the Project Manager to create and maintain the Project Management Plan; utilizes and/or support Project Managers with the Project Management System (PPMS) for project execution monitoring, monthly Project Review Committee (PRC) reporting and project status reporting, and all other reporting as requested; loads and updates the PPMS project schedule information for projects in planning, design and construction for Project Manager, management, and upward reporting; coordinates and/or support the Project Manager to establish and analyze a project task listing work interrelationships, and the project baseline cost and schedule for Project Manager review; utilizes the Network Analysis System (NAS) software to provide regular project schedule updates and current status and progress, and percent completion to reschedule activities and milestones as needed; creates a baseline and a current schedule in conformance to the most current approved Project Management Plan for each project using the Network Analysis System (NAS) software and submits for review; ensures each activity in the project schedule is assigned the proper project funding in accordance with the project budget determine if the project is on budget as well as on schedule; utilizes a quality control (QC) checklist to monitor the quality of the project information recorded in the PPMS and periodically reviews and updates information on changes with the project; prepares and/or assists Project Managers with a wide variety of project management reports for upward reporting, monthly project status reviews with customers, monthly PRC briefings, Governance Committee Review, findings of project/process issues, and other project data calls as required; develops, prepares and presents reports, briefings and summaries for all PDT members; reviews the PPMS reporting system and other formal reports to ensure the correct information is presented and makes corrections as required; independently performs what-if analysis of project cost and schedule changes, validates baseline and current project milestones and funds distribution, and prepares recommendations on impacts and corrective actions; validates 90-day tasking list and activity schedules of various technical elements and compiles and prepares other reports as required; prepares project documents for the Project Manager and researches regulations, directives, and identifies conflicts, non-compliance, and recommends potential solutions; provides Project Controls Division with documented findings in summary format to enable the Project Managers and PDT to resolve project/process issues; analysis and takes actions in the PPMS for the proper interface with upward reporting tool such as the P6 Scheduling System or Unifier, as required, to provide information for the Project Manager to manage projects; meets and coordinates with the Project Manager, the PDT and the Stakeholder to collect and disseminate information about the project schedule and project issues needing resolution; records the discussion and the decisions made at the PDT meetings; assist PDT in assigning tasks; performs a variety of administrative and technical support duties, including maintaining and distributing documents and files to other Bureaus and preparing graphs, charts and other materials for briefings and meetings; performs other related duties as assigned.

Qualifications

Candidates must meet ALL the following:

1. Bachelor’s Degree from an accredited four-year college or university in Engineering, Construction Management, or a closely related field. (proof required)*

AND

2.

Three or more years of progressively responsible planning and scheduling experiencing on large-scale capital projects, which includes a minimum of one year experience working with a Project Portfolio Management Software (PPMS) [Network Analysis System (NAS) software] such as MS Project, Primavera P6 or similar.


OPPORTUNITIES FOR SUBSTITUTION OF EDUCATION OR EXPERIENCE

Additional experience may be substituted for the required education on a year-for-year basis to the extent that the experience has prepared the individual to perform the duties of the classification.


A valid driver’s license must be submitted to the hiring department at the time of the selection.

DESIRABLE QUALIFICATIONS: Experience with marine projects and Professional Certification in Project Controls or related fields from the AACE, PMI, CMAA or related professional organizations.

Screening of applicants will be conducted on the basis of application and required supplemental application submitted.

This selection procedure will be conducted using a continuous non-competitive process, which means applications are evaluated solely on training, experience, education, or certification.

All applicants meeting the minimum qualifications will be placed on an eligible list.

Applicants receiving Veteran’s Credit will be placed on the eligible list first and then in the order in which applications were filed.

This is a continuous eligible list, which means eligible lists may be established periodically and may expire six months from their effective date.

Applicants may apply only once during a four-month period.

Candidates meeting the minimum qualifications with applications received by April 16, 2026, will be placed on Test #01 established eligible list.
