Purpose of Division

The Design & Construction Division plans, designs, and constructs buildings, ancillary facilities, and parks in a manner that is consistent with City policies and that meets the goals and objectives of the various client departments.

This position will focus on the Houston Park and Recreation Projects; however, may be requested to be involved in other client projects.

Projects include new construction, restorations, and renovations.

Purpose of the Position

The City of Houston is seeking a highly organized, analytical, and proactive Project Controls Specialist to support owner-side capital project planning, execution, and reporting.

This role is responsible for tracking schedules, budgets, risks, contract capacity, grant deadlines, and other key control metrics to ensure timely and cost-effective delivery of city projects.

The ideal candidate will bring strong data analysis skills and experience supporting project managers, program managers, and procurement partners.

Key Duties/Responsibilities

This position will be responsible for project controls for the Capital Improvement Program, as well as other responsibilities as assigned.
Track appropriation buckets (‘project bank accounts’) as funds are allocated to contracts

  • Monitor grant fund expiration dates and flag time/scope risks

  • Set up initial project schedules and report schedule performance

  • Track contract expirations and notify teams for renewal or procurement

  • Track contract spending capacity and alert when City Council action is required

  • Track change order burn rate and report risks

  • Weekly, monthly, quarterly reporting

  • Maintain project databases and reporting tools

  • Develops and maintains good working relationships with clients, stakeholders, and contractor representatives

  • Manages project record documents are filed and archived properly

  • Other duties as assigned

WORKING CONDITIONS

The position requires stooping, bending, and/or lifting items up to 30 pounds, with occasional periods of walking on rough surfaces.

There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness, and unpleasant air conditions. This position may involve occasional climbing of ladders.

There may also be exposure to soiled materials and light chemical substances such as cleaning solutions. The position requires the ability to make simple gross motor responses within large tolerances.

Requirements

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required. Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis

Qualifications

Preference will be given to applicants with experience in the following are highly preferred:

• Microsoft Power tools such as Microsoft PowerBi, Microsoft PowerAps, Microsoft Forms, Microsoft Lists, etc.

• Data analytic skills

• Understanding grant funding requirements, deadlines and extensions

• Interpersonal skills related to customer service and fostering teamwork

• Strong skills in reporting, data management, schedule tracking, cost analysis, and forecasting.

• Excellent communication, problem-solving, and analytical skills.

• Ability to work across teams and manage multiple concurrent projects.

Valid Texas Class C driver's license and compliance with the City of Houston Motor Vehicle Assignment and Use Policy (AP 2-2).

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
