DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Provide technical expertise in the administration and supervision of design and construction of Capital Improvement Projects such drainage, paving, water and wastewater projects. Prepare and/or review design and construction plans, specifications, technical reports, and cost estimates. Review and process contracts, invoices and pay estimates, supplemental agreements or appropriations, change orders, request for information and request for council action. Attend and conduct design/construction progress meetings and on-site field observations/inspections. Supervise and manage design consultants and construction contractors. Investigate and respond to inquiries from other City of Houston departments, consultants, agencies, contractors and the public.

WORKING CONDITIONS
This position is physically comfortable. This position will require standing, walking, bending, minor lifting, climbing stairs, and the ability to perform field investigations and negotiate field hazards.

This is a Houston Public Works Emergency Management position at the Tier IIl Level.

Requirements

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS
Four (4) years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.

Substitution: Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS
None

Qualifications

Preference will be given to applicants with experience in managing design and construction of Transportation and Drainage infrastructure projects.

Strong communication skills, both orally and in writing, decision-oriented, problem-solving attitude and computer skills will be preferred.

Ideal candidate will have a concentration degree in Civil Engineering.

A valid Texas Driver’s license and be in compliance with the City of Houston’s policy on driving (AP 2-2).

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
