The Opportunity

WSDOT is seeking a detail-oriented and collaborative individual to support the Environmental & Hydraulic Services (EHS) Office, Permits & Documentation Units by coordinating project tracking, delivery analysis, and reporting to help ensure highway projects are delivered on time and in compliance with agency policies, procedures, and practices.

This role will lead lifecycle tracking of EHS support activities, develop and maintain systems and schedules to monitor progress across multiple projects and delivery methods, prepare estimates and management reports related to workload and workforce planning, and provide data management and environmental documentation review support to advance efficient, reliable project delivery.

A strong candidate will bring analytical and organizational skills, proficiency in data tracking and reporting tools, the ability to manage competing priorities, and clear communication and collaboration skills.


What to Expect

Among the varied range of responsibilities held within this role, the Project Controller will:

  • Lead the creation and maintenance of an accessible project tracking and analysis system that supports all delivery methods within the OR EHS office throughout the lifecycle of the project.
  • Analyze data and utilize findings to make recommendations to management, EHS team, and project leads on process changes or project specific strategies to reduce coverage delays.
  • Develop and maintain schedule templates for environmental deliverables by projects.
  • Notify staff of real-time project schedule and budget information; deviations from estimated schedule and budget for each deliverable assigned; and developing schedule or budget variances.
  • Independently track and analyze project delivery data to provide root cause on risk for project delays; develop strategic plans to address real and potential delays.
  • Develop and deliver project management tools and training for environmental managers and transportation planning specialists and engineers.
  • Provide technical expertise in Project Management Recording System (PMRS) to the Olympic Region (OR) EHS Office.
  • Answer all first level questions and concerns regarding software, manage users in the system and set permissions, create the initial file for schedules.
  • Serve as the subject matter expert in Windows, MS office, P6 scheduling software, data mining and project delivery tools.
  • Track, analyze, and compile performance data, to include generating charts, graphs, and reports as requested.


Qualifications

This is a Transportation Engineer 3 position.

However, the hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.


To be considered for this opportunity at the TE3 level, the following are required:

  • Advanced Project Scheduling & Tracking: Demonstrated ability to independently create, manage, and maintain complex project schedules, tracking multiple concurrent issues and ensuring alignment with deadlines and project milestones.
  • Complex Environmental & Engineering Analysis: Proficient in reviewing, evaluating, and interpreting complex environmental and engineering documents, identifying critical issues, and providing informed recommendations for transportation project planning, development, and maintenance.
  • Technical Systems Expertise: High-level proficiency with MS Office Suite (including advanced Excel functions), cloud computing, virtual meeting software (e.g., Teams), and a variety of project tracking, reporting, and information/asset management databases.

    Able to produce detailed reports and data visualizations.

  • Independent Work & Multitasking: Ability to independently manage multiple projects or assignments with minimal supervision, meeting short deadlines while maintaining accuracy and high-quality work.
  • Data Analysis & Reporting: Skilled in analyzing quantitative and qualitative project data, preparing comprehensive reports or graphics, interpreting results, and applying findings to support decision-making.
  • Cost & Schedule Evaluation: Demonstrated knowledge in analyzing project costs, evaluating schedule performance, and preparing clear status reports to support project managers and leadership.
  • Team Collaboration & Leadership Support: Ability to contribute to multidisciplinary teams, mentor staff, and support collaborative problem-solving in a dynamic project environment.


To be considered for this opportunity at the TE2 level, the following are required:

  • Project Tracking Foundations: Foundational knowledge of project coordination principles, including the ability to assist with creating basic project schedules, tracking tasks, and monitoring project documentation with oversight.
  • Environmental & Engineering Document Review: Ability to review and summarize environmental or engineering documents using established criteria, identifying key issues and supporting senior staff with preliminary analysis.
  • Technical & Software Proficiency: Proficient in Windows-based computers and MS Office applications, including Excel, Word, Outlook, SharePoint, and Teams. Ability to enter data, run basic reports, and navigate project tracking or asset management databases with guidance.
  • Collaboration & Workload Management: Skills to work productively both independently and within a diverse team environment, prioritize assignments, and respond to changing needs while producing accurate, consistent results.
  • Analytical Thinking: Ability to collect and analyze project data, prepare basic spreadsheets or graphics, and identify trends or discrepancies with direction from higher-level staff.


At either level, the following competencies are also required:

  • Communication Skills: Ability to communicate information clearly and professionally to a diverse audience, including non-technical stakeholders, through email, phone, virtual meetings, and in-person interactions.
  • Effective Communication & Presentation: Demonstrated skill in presenting technical information clearly and effectively to diverse audiences including leadership and stakeholders without technical backgrounds, using written, verbal, and visual communication methods.

It is preferred that qualified candidates also have:

  • Problem Solving & Negotiation: Demonstrated ability to analyze issues, identify viable options, and negotiate with stakeholders to reach mutually acceptable solutions in a timely and effective manner.
  • Capital Project Management & Controls: Demonstrated understanding and application of project management and project control business processes used in the delivery of capital construction projects.
  • Schedule, Budget & Performance Analysis: Demonstrated ability to develop and manage critical path schedules; analyze variances between estimated and actual schedule and budget performance; conduct root cause analysis; track, monitor, and report project expenditures.
  • Environmental Process Integration: Demonstrated ability to learn, interpret, and apply WSDOT environmental processes and deliverables, including understanding predecessor/successor relationships within project schedules and associated cost impacts.
  • Strategic Work Planning & Facilitation: Demonstrated ability to strategically plan and sequence work, manage workflow efficiently, and facilitate meetings and training sessions to support project coordination and knowledge transfer.
