The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is comprised of three technical bureaus which are Business Enablement, Customer Success and Productivity, and Technology Infrastructure and Cybersecurity. There is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. IT sets technology policy direction for the enterprise, identifying, recommending, implementing, and maintaining technology and solutions to support the City’s business needs. Collectively, the 95 IT staff members work together to provide essential services and technical support to all City staff and business functions while maintaining a supportive, respectful, and inclusive culture in the department.
The City of Norfolk’s Department of Information Technology is seeking a Programmer/Analyst IV to join our team.
We are looking for someone to manage the complete lifecycle of mobile devices—including cell phones and Apple iPads—across the organization.
The position ensures seamless procurement, configuration, deployment, support, and retirement of devices using Apple Business Manager (ABM) and iTunes for enterprise management.
Responsibilities include quoting, order management, asset inventory tracking, user activation, billing oversight, departmental chargebacks, and compliance with security standards.
The goal is to maintain cost efficiency, accurate tracking, and timely support for all mobile assets to enable reliable communication and productivity across city departments.
Department Hiring Salary Range: $67, 155 - $74,456
This position works a forty hour per week shift to accommodate Customer Success and Productivity business hours of 8am to 5pm Monday – Friday. This position is an Alpha position, which requires attendance during emergencies, delayed city openings and special weather events.
Requirements
Key responsibilities include:
Mobile Device Lifecycle Management
- Oversee end-to-end lifecycle of mobile devices: procurement, activation, maintenance, and retirement.
- Utilize ABM and InTune for device enrollment, configuration, and application management.
- Ensure timely updates, upgrades, and decommissioning of devices in compliance with organizational policies.
Procurement & Vendor Coordination
- Prepare quotes and manage purchase orders for mobile devices and accessories.
- Negotiate pricing and service agreements with carriers and vendors to optimize cost and quality.
- Maintain strong relationships with suppliers for timely delivery and support.
Billing & Financial Oversight
- Review and reconcile monthly carrier invoices for accuracy.
- Manage departmental chargebacks and resolve billing discrepancies.
- Monitor usage patterns to identify cost-saving opportunities and prevent overages.
- Prepare chargeback reports for departments.
Asset Inventory & Tracking
- Maintain accurate inventory records for all mobile devices and accessories.
- Track device assignments, returns, and replacements to ensure accountability.
- Implement asset lifecycle policies, including upgrades and deactivation.
Compliance & Security
- Ensure all devices meet organizational security standards and data protection requirements.
- Coordinate with IT for device configuration, encryption, and remote management.
- Support audits and reporting for compliance purposes.
User Support & Training
- Serve as the primary point of contact for mobile device-related inquiries.
- Assist employees with device setup, troubleshooting, and warranty claims.
- Provide training on mobile usage policies and best practices.
Qualifications
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor's degree or equivalent. Preferred areas of concentration include, Business/Public Administration, Computer Science, or related fields.
Additional Knowledge & Skills:
- Strong understanding of mobile technologies, carriers, and billing systems.
- Experience with Apple iOS, ABM, and enterprise mobility management (EMM) solutions.
- Proficiency in Microsoft Office (Outlook, Word, Excel).
- Knowledge of compliance frameworks related to mobile security.
- Excellent organizational, analytical, and communication skills.
- Ability to work independently and collaboratively on projects.
Preferred License(s) and/or Certification(s): - Certified Professional in Supply Management (CPSM)
- Certified Purchasing Professional (CPP)
- Project Management Professional (PMP)
- Certified Associate in Project Management (CAPM)
Additional Preferred Experience:Work requires comprehensive expertise across multiple technical domains, including asset and application administration, mobile device hardware and software support—particularly Apple iOS devices such as iPhones and iPads and help desk operations.
This includes proficiency in enterprise mobility management tools such as Apple Business Manager (ABM), Mobile Device Management (MDM) platforms, and InTune for device configuration and application deployment.
Knowledge should encompass iOS operating system troubleshooting, hardware diagnostics, device enrollment, security compliance (e.g., encryption, remote wipe), and lifecycle management from procurement through decommissioning.
This breadth of knowledge may be acquired through a bachelor’s degree combined with at least five years of relevant experience, or through a minimum of eight years of cumulative experience in one or more of these advanced technical areas.
