Summary

This job involves supporting administrative operations for the U.S.

Full Job Description

This position is located in the District of Connecticut, Hartford, CT. The selectee of this position serves as a Program Support Specialist.

You are responsible for maintaining and implementing internal controls for all program areas. In the absence of the AO, serves as district's primary point of contact for administrative functions.

GS-11 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level.

(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0301-11 level, if you fulfill the following qualifications: 1) providing office administrative services in order to investigate, evaluate and resolve a variety of problems and/or conditions; 2) monitoring a budget to ensure that funds are obligated; and 3) compiling, reviewing and analyzing report data for completeness and accuracy; OR B.

Possess a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related.

Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Administration, and Finance; OR C.

Possess a combination of specialized experience and graduate level education as referenced above, to qualify me for this position.

Only graduate education in excess of two years (i.e., 36 semester hours) may be combined with experience under this standard.

You may qualify at the GS-0301-12 level, if you fulfill the following qualifications: 1) providing oversight of office administrative services in order to investigate, evaluate and resolve a variety of problems and/or conditions; 2) monitoring a budget to ensure that funds are obligated; 3) compiling, reviewing and analyzing report data for completeness and accuracy; 4) serving as a liaison between management and the human resources office in order to provide advice and assistance on HR matters; and 5) monitoring, and/or approving, and controlling accountable government equipment, material, and supplies.

You will receive credit for all qualifying experience, including volunteer experience Major Duties:

As a Program Support Specialist at the GS-0301-11/12 grade levels, some of your typical work assignments may include: Working closely with the Administrative Officer (AO) on implementing processes for providing administrative services for the district's main and/or sub-office(s); Analyzing the district's financial obligations and expenditures to ensure compliance with USMS policies and procedures; Providing advice and assistance to management on HR matters and/or issues; Providing oversight of the property management program; and Assuring contractors are performing projects that have quality and timeliness measures in place.

The responsibilities described above are for the full performance level.

At the developmental grade levels, assignments may be of more limited scope, performed with less independent, and limited complexity.
