This position is located in the Department of Veterans Affairs (VA), Franklin Delano Roosevelt Hospital, Rehab and Extended Care Service.
The primary purpose for this position is to provide administrative and clerical support to the programs and the multi-disciplinary teams of the throughout the VA Hudson Valley Health Care System (VAHVHCS).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

In order to qualify for this position at the GS-07 level, you must possess the following: Specialized Experience: One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Program Support Assistant at the full performance level (GS-07), and that is typically in or related to the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-06) in the Federal service.
Specialized experience includes experience where you were responsible for providing administrative support functions within a healthcare facility; experienced with procurement processes necessary to obtain goods and services for an office; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; assisting in the formulation and execution of budget estimates to include updating budget spreadsheets which are used in briefings; collecting, compiling and tracking data and information; and researching reference materials, regulations, and standards to identify appropriate action necessary to correct problems or issues.
NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Proficiency Requirements Clerk-Typist, Office Automation Clerk/Assistant, Clerk-Stenographer, Data Transcriber, and Positions with Parenthetical Titles of (Typing), (Office Automation), (Stenography), or (Data Transcription) In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate.
Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency.
Performance test results and certificates of proficiency are acceptable for 3 years.
Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
Clerk-Typist, GS-2/4; Office Automation Clerk/ Assistant (any grade); (Typing) (any grade); and (Office Automation) (any grade): 40 words per minute typing speed Physical Requirements: The work is mostly sedentary.
Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.

Major Duties:
Duties include, but not limited to: Perform specialized duties relative to the successful operation of the Care Line medical center programs.
Duties require application of a variety of administrative practices, policies, procedures, and knowledge and understanding of the organization's mission and functions as they relate to VA advocacy.
Prepares, edits and compiles a variety of technical, management and administrative reports, briefings and reviews which contain narrative and statistical information, data and analysis on the workload, mission, functions and accomplishments of the service or care line and its subordinate elements.
Assist in the development and initiation of policies and procedures, which are designed and intended to improve programs, facilities, and operations within the Care Line.
Utilize an in-depth knowledge of the mission and functions of the organization to prepare reports, briefings and reviews based upon the requirements specified and the intended use of the data or report.
Obtain appropriate information from subordinate organizational elements and organizational files.
Provides guidance to others on procedures and formats in the preparation of feeder data and when appropriate develops format which will present the information in a logical and concise manner.
Correct inconsistent or conflicting data and information.
Recommend policies for the implementation of the facilitation support process for the organization and for the preparation of recurring reports and briefings to ensure that the appropriate data are readily accessible when needed.
Serve as liaison between directorate office, staff members, visitors and other contacts.
Handle daily operational matters on the basis of knowledge of the programs of operations possessing the ability to refer inquiries to appropriate personnel.
Personally responds to technical and routine requests for information including suspense.
Utilizes office automation systems to prepare a variety of tabular and narrative materials from rough draft or clean copy with responsibility for format, spelling, punctuation, arrangement, and spacing of material.
Performs office automation work, which involves receipt/transmission of electronic mail, construction and maintenance or databases for office projects/activities, preparing graphic presentation charts, word processing, and preparation of documents form multiple sources.
