Full Job Description

This Program Support Assistant, GS-0303-06 position is in the Extended Care Service at James H. Quillen Department of Veterans Affairs Home Based Primary Care (HBPC) program.

The HBPC program is a diverse, multidivisional medical network in southeastern Tennessee, North Carolina, Virginia and Kentucky.

This position serves a group of HBPC offices and the HBPC Program Director. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-6 position you must have served 52 weeks at the GS-5 level. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: I possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Program Support Assistant that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service.

Specialized experience includes experience where you were responsible for providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; and providing information and customer service.

You will be rated on the following Competencies for this position: Budget Administration Clerical Customer Service (Clerical/Technical) Patient Care Written Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary in an office setting where only light physical exertion is required.

Physical dexterity is required in the operation of a personal computer, calculator, and copy machines.

Position Description/PD#: Program Support Assistant/PD604410 Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Permanent Change of Station (PCS): Not Authorized Duties include but not limited to: Implements standardized protocols for incoming data, organizes and maintains patient data, and retrieves a variety of computerized data.

Participates in performance improvement activities related to the program quality improvement process and offers performance improvement advice to program staff.

Provides data/reports related to the administrative, clinical and technical aspects of the program. Development of peer review, competency assessment and staff development.

Participates in the formulation of plans and determination of goals with the service and conducts continuous quality improvement reviews in the administrative service program areas.

Plan control activities to obtain efficient accomplishment of the following programs: Reception activity, release of information and information service for outpatient treat.

Transfer of patients to parent hospital and to other hospitals and government facilities including responsibility for ensuring Fee Basis is contacted and coordinated.

Serves as a primary timekeeper for Extended Care Service.

Assists in formulating and completing reports of activities of assigned programs, i.e., all monthly, quarterly and annual internal and external management reports.

Responsible for fund control and workload management as required by assigned program. This includes purchasing HBPC supplies.

Coordinates with the medical center needs regarding repair of equipment and supply needs.

Provides and ensures the provision of clerical support to all clinical staff of HBPC including but limited to physicians and nurses, etc.

Assists in projecting annual budget estimates for operation of medical administration activities.

Records minutes of staff meetings and any assigned committees and transcribes and distributes minutes to committee members and executive staff. Other Duties as assigned.
