The position is organizationally located in the Administrative Support Section of Primary Care Service.
This position has primary responsibility for management of the PCMM software program and outpatient clinic profiles used by the Medical Center's Appointment Management scheduling software package.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: detailed knowledge of assign/un-assignment of Veterans and monitoring provider panel size, extensive knowledge of software utilized to establish, manage, and maintain clinics and track workload data capture, knowledge of Veterans Health Administration regulations as they relate to many different clinical functions and clinical creation and maintenance, working knowledge of eligibility criteria in a variety of areas.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items.

Major Duties:
Duties include but not limited to: Responsible for the overall monitoring of the Primary Care Management Module (PCMM) program within this Medical Center, including the associated Community Base Clinics, and will provide the necessary training and guidance to all relevant personnel including clinic chiefs and clinic managers to assure compliance with the National standards and requirements.
Conducts duties that encompass matters related to workload capture, cost effectiveness studies, and analytical duties Program Analysis 60% Analyses workflow to determine potential problem areas Makes recommendations to correct these areas and to improve coordination between the various units and/or offices Measures progress and effectiveness of operations against objectives from reports Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes Program Management 40% Uses initiative and independent judgement in handling assignments Expected to use good sound management techniques and allocate an appropriate amount of time to adequately meet deadlines Provides assistance to Primary Care in reviewing operations for various centralized and local operational and reporting systems and advising the Program Analyst, Associate Chief of Staff of Primary Care, Clinical Directors, Nurse managers, and employees throughout the Medical Center and its affiliated Community Based Clinics Work Schedule: Monday-Friday, 8:00am-4:30pm Virtual: This is not a virtual position.
