This job involves coordinating the assignment of computer access roles for doctors, students, and staff in a veterans' health system, including training them on electronic health record software at local clinics.
It requires working closely with teams to manage changes and ensure smooth operations during system updates.

The LEAD User Role Assignment (URA) Coordinator supports the coordination of assignment of end user roles (to include training for doctors and students in their respective service in computer software and equipment) within the electronic health record at their local facility.
This also includes respective community-based outpatient clinics (CBOCs) and works directly with the Change Leadership Team (CLT).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below: Specialized Experience: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service.
This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position.
Specialized Experience: Experience managing projects and developing programs with responsibility for data collection, management, and reporting and experience developing policies, reports and correspondence.
OR, Education: (TRANSCRIPT REQUIRED) - Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level, you must possess a Ph.D.
or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree.

Preferred Experience: Experience with VHA provisioning and deprovisioning processes, including assigning and maintaining end user roles within an Electronic Health Record system, preferably the Federal EHR (Oracle Health).
Familiarity with the Electronic Health Record Modernization (EHRM) program, including Identity and Access Management (IAM) processes and coordinating URA activities with department heads and Super Users.
Demonstrated change management skills, with the ability to support staff through system transitions, communicate updates effectively, and adapt to rapidly evolving processes in a large healthcare organization.
Proficiency with Microsoft Office tools including Excel, SharePoint, and PowerPoint; MySQL knowledge is a plus, with a background in education, administration, or health informatics preferred.

Major Duties:
This position is organizational aligned to the Health Informatics Service (HIS) under the Office of the Chief of Staff at VA St. Louis Healthcare System (VASTLHCS).
The primary purpose of the position is to provide programmatic support for the implementing and administering of the medical software package needed for electronic health record maintenance and operations.
Duties include, but not limited to: User Role Access (20%) Ensure that correct user roles are gathered/reviewed to be assigned to end users by supervisors, representative super users, or department heads.
Communicate with supervisors to discuss specific processes and role changes that may differ from current roles and tool sets and discusses resolutions.
Provide guidance to the team responsible for user role assignments, ensuring timely and accurate provisioning in CPRS/VISTA and Federal Electronic Health Record (FEHR).
Attend and represent the team in project meetings with integration architects, FEHR teams, and other VA leadership.
Coordinate with staff to identify information needs and develop data collection methods and report formats to meet those needs. Perform other related duties as assigned.
Training/Coordination of Clinical Applications (30%) Monitor compliance with data security regulations and ensures role assignment policies align with VA standards.
Serve as the primary educator regarding User Role Access and clinical information system capabilities, providing instruction and training to both supervisory and front-line staff.
Responsible for the day-to-day operation, coordinating and training of all new service employees in specific software packages.
Perform data processing support and service functions and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee related work.
Perform other related duties as assigned. Technology and Data (20%) Provide direct support to users (training or troubleshooting).
Serve as the point of contact for all incoming and outgoing calls regarding hardware and software application questions and problems and acts as an OI&T and Health Technology Management liaison.
Lead the response efforts in the events of the EHR system disruption, ensuring swift and effective implementation of the contingency plan. Perform other related duties as assigned.
Supervisory Duties (20%) Responsible for planning and directing the activities of subordinates and managing training and support needs to assure an appropriate work environment.
Develop performance plans and evaluates the performance of direct reports, provides administrative oversight and guidance (not clinical supervision) over the performance of technical and informatics staff as the direct extension of the Health Informatics Service Chief.
Direct recruitment and onboarding activities, research and input for market pay development and reviews, and other personnel administrative tasks. Perform other related duties as assigned.
Policy/Governance (10%) Identify, propose, formulate, and support new or revised major administrative and clinical policies and directives for clinical software packages in accordance with VHA regulations.
Develop and present recommendations for improving clinical data-management methods, follow-up procedures, and compliance with regulatory guidelines.
Instruct staff members in the proper use of information management tools in compliance with policy, regulations, and best practices; chairs/participates in a variety of information technology and information management committees as assigned.
