Full Job Description

The Program Specialist (Connected Health Coordinator) reports directly to the Chief of Health Informatics/Clinical Informatics at the Augusta VA Medical Center, duties include: Secure Messaging, Veteran care portal (My HealtheVet), VA Anywhere real-time video communication, Broadcast Communication (Text Messaging), Integrated Automated Clinical Support applications (such as Annie), Veteran online scheduling and other apps on web, iOS and Android, the Virtual Health Resource Center (VHRC).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-9 position you must have served 52 weeks at the GS-7; For a GS-11 position you must have served 52 weeks at the GS-9.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Knowledge and understanding for developing concepts and techniques of marketing, advertising and salesmanship and the ability to transform these requirements into a working, viable program.

Knowledge and understanding of facility clinical, business, and operational processes and workflows.

Knowledge and experience in the MyHealtheVet Coordinator role is preferred OR, Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement .

OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.

Major Duties:

Major duties include, but are not limited to the following: Lead the facility's efforts to integrate MHV and Secure Messaging among healthcare providers and patients and serve as liaison and administrator to VISN and National MHV teams.

Establish and manage communication plans that identify target audiences, appropriate messaging, activities, and resources needed for effective communication plans for change management.

Develop plain-language materials (flyers, FAQs, web sections) Conduct any training required for new employees and refresher trainings for staff on portal enhancements.

Offer Veteran-focused coaching sessions for all features, respond to staff requests for Veteran assistance.

Develop and train super users from staff for all Veteran facing areas on site that utilize MHV as a communication tool.

Establishes and maintains collegial working relationships with staff and Veteran customers.

Researches, develops, and communicates with stakeholders to implement upgrades and updates implemented by the MHV or VISN offices.

Exercises initiative, collaborates across an interprofessional team of personnel, and prioritizes complex and competing priorities.

Troubleshoots individual problems, analyzes systems issues, to develop and present solutions for program and system efficiency (e.g. Resolve portal access problems or escalate to technical teams).

Serve as technical liaison to VISN/National teams for all Staff and Veteran issues.

Maintain Subject Matter Expert level knowledge of My HealtheVet and Secure Message software as well as other assigned Veteran facing communication software.

Gather metrics (registrations, messaging, tools use, etc) and analyzes and synthesizes data to cross check, validate and present accurate and relevant information.

Prepares data and information for all level briefings, reports, and other documents used for official reporting (e.g. Create monthly analytics reports and visuals).

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm.
