This position is within the Eastern Oklahoma VA Healthcare System, in Tulsa, Oklahoma.
Incumbent will prepare reports and presentations on monitoring and auditing results for the Chief Business Office Service, Compliance Officer, and Executive Leadership of EOVAHCS.
The individual should demonstrate professional auditing knowledge, and accepts and supports the mission, vision, and guiding principles of the medical center.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Mastery of a professional knowledge of organizational theories, practices, methods, and techniques of auditing; Knowledge of organizational or program practices, policies, and functions.
Ability to research pertinent laws, regulations, policies, and precedents which impact the programs administered within the organization to enable recognition of problems both potential and existing and evaluate to determine cause and formulate solutions.
Skill in preparing and articulating findings and recommendations in written reports and presenting oral briefings.
Exceptional skills in writing and strong knowledge of VISTA computer applications, and the following software applications; Access, Excel, PowerPoint, and Word.
Knowledgeable of HIPAA, Freedom of Information Act, the Privacy Act of 1974, Title 38 U.S.C.
dealing with drug/alcohol etc., and applicable laws, regulations, and practices, of the VISN, JCAHO and other local governing agencies pertaining to auditing.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B.
or J.D., if related (Transcript required). OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond one year, but less than two (2) years of graduate education.

As a Program Specialist.

Duties include but are not limited to: Demonstrate professional auditing knowledge, and accepts and supports the mission, vision, and guiding principles of the medical center Initiates, populates, and reviews reports for the Business Office Implement a variety of monitoring/reporting tools for each unit within the service to such as enrollment and eligibility, encounter management, action required and train employees how to utilize them Independently plans and conducts a variety of assignments or investigates such as develop or modify methods and techniques to resolve a variety of auditing problems Develops new audit approaches where no precedent exists Serves as the technical expert in a wide variety of auditing program management functions Make clear, concise, and effective oral and written reports, and skilled at applying the principles, theories, techniques, and practices of professional auditing to problems encountered Draft findings, conclusions, and recommendations Reporting standards to provide a basis for actions to correct weaknesses and implement improvements Determines requirements and establishes priorities, provides guidance concerning formulation, planning, and execution of the auditing function Work Schedule: Monday-Friday 8-4:30pm Telework: This position may be authorized for ADHOC telework.
