Rent & Lease Program Manager
Program Specialist 3
Camp Murray, WA
Reporting to Contracts and Procurement Administrator in the Finance Division, this position works independently to perform complex duties related to Washington Army National Guard (WAARNG) real property lease and rental program such as maintaining accountable property records, systems, and financial records.
This is a civilian position and does not require military service affiliation.

Requirements
Responsible for managing WAARNG's real property lease program- Determine the availability of all related properties.
- Determine the valuation of all related properties.
- Establish and maintain the WAARNG's real property lease rate.
- Receive and process lease payments.
- Reconcile monthly rental/lease revenue reports.
- Inspect leased real property.
- Ensure any required utility reimbursement for leases is billed promptly, accurately, and recorded appropriately.
Responsible for managing WAARNG's real property rental program- Establish and maintain the Readiness Center Rental Charge Schedule and update annually.
- Receive and process rental payments.
- Ensure Certificate of Insurance are provided for all rentals and covered amounts satisfy minimum requirements set forth by WAARNG.
Responsible for developing and implementing marketing strategies for the real property rental program.
Responsible for planning and implementing use of public access lands including the Camp Murray campground & Camp Murray boat launch.
Qualifications
REQUIRED QUALIFICATIONS- Bachelor's degree, and
- Two years of experience in project/program management, financial management, contracts management, real property, marketing and/or a combination of this experience.
Additional qualifying experience may substitute year-for-year for the education requirement.Note:
Qualifying Program/Project management is defined as: Directing, coordinating, monitoring and evaluating a project or program having a specific goal to be achieved within a specific time frame.DESIRED QUALIFICATIONSExperience:- Working with State of Washington contract rules/procedures and purchasing processes.

Additional Information
Compensation: Wage/salary depends on qualifications or rules of promotion.
Background Investigation: Must successfully complete the appropriate background checks required for employment.
Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment.
Failure to successfully pass a background check may be cause for termination.
Driver's License:- Valid to drive in the State of Washington.
- Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility: Willingness to work on a Military Controlled Access Installation.
Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the
Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification.

Work Hours:
A choice between Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). The actual hours will start no earlier than 6:00am and end no later than 6:00pm and will include core business hours of 8:00am to 4:00pm.
Telework:
This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.
Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel:
Occasional statewide travel may be required up to 10% to include overnight stays.Application Process
