Base salary range: $62,107 - $80,737

This role acts as a deputy to the head of wing plans and programs in the Air Force, helping to manage, coordinate, and oversee office operations, especially in planning military construction, new missions, and infrastructure protection.
It involves tackling complex issues with various stakeholders inside and outside the military.

The primary purpose of this position is: To serve as the Deputy to the Chief, Wing Plans and Programs and is responsible to assist in the management, direction, coordination and control of the office.
Continuation to Conditions of Employment: This position is emergency-essential (E-E).
In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the C-E duties until relieved by the proper authority.
The incumbent or designated alternate may be required to take part in readiness exercises.
This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
This meets the criteria of an E-E position and requires the incumbent, or designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
This is a Mission-Essential position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
IAW, Dodi 3020-42, Defense Continuity Program. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes comprehensive knowledge of the laws, regulations, command directives and issues related to: military construction planning, programming and resourcing, to include the Congressional oversight functions; new mission bed-down; operational planning and execution; and the critical infrastructure protection program.
Has the skill to apply this knowledge to a variety of difficult work assignments dealing with complex issues involving multiple stakeholders, both within and outside the AF and DoD.
Applies knowledge of DoD military components to successfully develop, plan, program and negotiate the AF position with respect to joint operations and their integration into AF operational missions.
Mastery skill in analyzing problems, researching solutions, developing courses of action to resolve the problems and presenting recommendation to senior officer and civilian equivalent decision makers.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide personnel/manpower/services program administration responsibilities.
Expert knowledge of joint operational planning, specifically how OPLANs and CONPLANs are developed and implemented at the operational and tactical unit level.
Ability to instruct groups in applying the methods and techniques of crisis management and command and control in preparation for wartime contingencies or peacetime disasters.
Knowledge of various command entities and structures and other military services involved in overall planning and execution of operations and evaluation; knowledge of local community structure and ability to apply local laws and understand their impact on integration decisions.
Knowledge of the relationship of the various DoD/Joint and combined air and ground forces entities involved in the overall planning and execution of military operations and evaluations.
Demonstrated expertise in the ability to gather, assemble, analyze, draw conclusions, conduct analysis and devise recommended solutions from facts.
The ability to package the entire process in briefings, papers or reports suitable for top management use and decision making.
Ability to communicate effectively both orally and in writing; negotiate complex issues, develop a robust counterpart network and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Assists the Chief of Wing Plans and Programs. Assists in the formulation and establishment of policies and procedures on development of all wing plans.
Serves as the only permanently assigned Director of the WG/CC's Crisis Action Team (CAT)/Battle Staff (BS).
Serves as the focal point for all operation plans (OPLANs), conceptual plans (CONPLANs) and crisis action planning requirements affecting the 374 Air Wing.
Develops and submits the 374 AW Plans and Programs Office budget. Manages Installation's Signature Management program and serves as an OPSEC program manager.
