Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Enterprise Services (ES) Immediate Office of the Executive Assistant Commissioner (EAC), located in Washington, DC.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing the execution of high-profile programs, managing and delivering multiple complex projects or initiatives, including ensuring timely completion of high-quality deliverables that support organizational goals.

Preparing, drafting, and editing detailed evaluation reports, briefings, presentations, and memoranda for senior leadership, including findings, conclusions, and strategic recommendations.

Serving as a liaison between senior leadership and internal/external stakeholders, building relationships, facilitating collaboration, and representing the organization in meetings or forums to advance strategic objectives and resolve issues.

In This position you will work closely with the Executive Officer in managing a rapid workflow, handling numerous daily tasks spanning multiple projects, and switching between big-picture, long-term strategic priorities and time-sensitive details.

The Program Manager exercises significant discretion to ensure the smooth functioning of the EAC's/DEAC's internal and external affairs workload through monitoring and tracking tasks; preparing content for meetings, presentations, and projects; and working with other internal and external staff to ensure the successful implementation of EAC ES tasks and internal and external requirements.

This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).

Major duties include: Assessing, developing, implementing, and evaluating the effectiveness of the flow of information, strategies, materials, and programs that support and promote organizational change and agency goals.

Developing comprehensive project plans, monitoring progress against established timelines, and ensuring the timely delivery of high-quality deliverables.

Additionally, reviewing briefings and correspondence for senior leadership to ensure accuracy, intent, and responsiveness.

Developing innovative solutions to complex problems, often in the absence of clear precedents, and providing strategic advice to senior leadership on critical operational and administrative challenges.

Analyzing organizational specific policy issues to identify and to anticipate needs and potential reaction from employees.
