This job involves assisting the commander of a mission support group in the Air National Guard by overseeing base operations, including logistics, security, personnel, and resource management to ensure the unit is ready for missions.
It requires coordinating with higher agencies and monitoring reports to meet federal and state requirements during normal and wartime conditions.
A good fit would be someone with military or government management experience who is organized, good at problem-solving, and comfortable leading teams in a high-stakes environment.
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM MANAGER (DEPUTY MISSION SUPPORT OFFICER)-Title 5, Position Description Number T58064P1 and is part of the WI 128 ARW, Wisconsin Air National Guard.
GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing SPECIALIZED EXPERIENCE: To qualify at the GS-0340-13 level, you must have one year equivalent to at least next lower grade level.
Experience assisting upper leadership in providing direction and management for work characterized as infrastructure support for military organizations.
Experience assisting in planning, developing, and publishing policies and procedures within the established controls of higher facility echelons.
Experience advising state, local, and Federal officials with broader and higher responsibilities on problems involving the relationship of the work of the organizations supervised to broader programs, and work impact on such programs.
Candidates have experience reviewing serious disciplinary cases and disciplinary problems involving employees and determines required action.
Experience providing oversight and direction in the planning, scheduling, and implementation of organization programs to meet origination's requirements, as well as Federal and state requirements, regulations and statutes.
Experience working with leadership to advise on policies and procedures affecting the ANG support workforce, support infrastructure, and regulatory guidance which affects support areas.
Prior experience with resource and readiness reporting preferred but not required. Candidate has experience with logistic readiness function.
Knowledge of the support staff and understanding policies and procedures.
Experience participating in councils that meet at the national level on areas that pertain to base support infrastructure plans and programs.
Experience making recommendations regarding optimal organizational structures, allocation and commitment of major support resources to wing, state, and national strategic plans.
Assisting leadership in directing the overall management of security and resource protection programs that include 24-hour, multi-shift physical security, information security, communications security, and personnel security management.
Major Duties:
The incumbent serves as a full assistant to the Mission Support Group Commander.
Assists in directing and supervising, through subordinate supervisors, staff and production functions affecting base operating support through a wide variety of high cost, sophisticated communications and computer systems, personnel data systems, real property assets, and associated equipment that comprise a significant share of base fiscal resources.
Assists the Mission Support Group Commander to implement the host Mission Support Group portion of the Designed Operational Capability (DOC) statement of the unit and/or the Emergency War Orders (EWO).
Coordinates required AEF planning and resources with other ANG and USAF units, the National Guard Bureau, and other higher headquarters agencies to support and implement the AEF mission.
Monitors the unit Status of Resources and Training Systems (SORTS) and AEF Reporting Tool (ART) reports for all mission support functions to reflect unit mission capability under wartime conditions.
Oversees the management and direction of the host Mission Support and Military Personnel Flights.
Provides oversight of base-wide logistics readiness functions, to include supply, transportation/traffic management, vehicle operations and maintenance, fuels management, and logistics plans and programs, to ensure the primary peacetime and wartime flying mission of the wing/base is supported at all times.
