Job Description

Summary

This role involves leading teams to plan and manage the purchase and rollout of technology and systems for the U.S.

Secret Service's Uniformed Division, ensuring everything runs smoothly from start to finish.

You'll handle complex projects, oversee contracts, and make sure all rules are followed to support the agency's security goals.

Full Job Description

Joining the Secret Service, Uniformed Division allows you to serve as a Program Manager (Acquisition).

You will be responsible for overseeing the full range of acquisition planning and management functions required to support the development, acquisition, integration, and fielding of technology or other systems.

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

You qualify for the GS-13 level (starting salary $120,579) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: - Planning, organizing and directing functional project teams to achieve program objectives.

- Developing and conducting reviews of security materials, services and information technology acquisition system documentation.

- Conducting management studies and implementing process modifications to resolve acquisition lifecycle issues.

- Overseeing contracts to validate that all contractual terms, conditions, and regulations are met.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.

The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

Major Duties:

The selectee will serve as a(n) Program Manager (Acquisition) in the Uniformed Division.

Typical work assignments include: Oversees and manages highly complex strategic programs critical to the success of the and department s goals.

The incumbent exercises independent judgement in planning, organizing and directing leading cross functional project teams to achieve program objectives, overseeing and monitoring program baselines, documenting key performance parameters, managing performance assessment approaches for projects under development and ensuring enforcement of acquisition documentation requirements, approaches, and delivery timeliness as required by Department of Homeland Security (DHS) and USSS acquisition policies.

Overseeing and managing multiple contracts simultaneously, ensuring compliance with all contractual terms, conditions, and Federal Acquisition Regulations (FAR).

Activities include, but not limited to, performance measurement, cost monitoring, assessing, and developing strategies to solve complex contract issues Serves as a team leader providing operational control over cross-functional team assigned to the Uniformed Division as well as other divisions and directorates.

Assigns work based on priorities, skill levels, and mission requirements while ensuring timely completion and adherence to quality standards.

Incumbent is responsible for evaluating team effectiveness, providing constructive feedback, and recommending awards or disciplinary actions as appropriate.
