As an Program Manager, you will oversee the Project Management Office Branch and supervise subordinate staff who perform complex and technical range of duties involved with HRIT Project Management and Business Analysis.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/18/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Human Resources Information Technology (HRIT), and are assigned based on the need of the agency.
  • Provide oversight for a diverse range of complex projects and initiatives associated with USCIS HRIT.
  • Oversee a team of specialists who analyze, design, and execute tasks regarding all aspects of HRIT project mngt., governance, IT consultation, DHS liaison, IT Change mngt., HR mngt., process improvement.
  • Determine program and project goals and objectives, develops measures to evaluate performance, and makes recommendations for program and project improvement.
  • Plan, organize, coordinate, and evaluate the activities of HRIT initiatives across HCT and USCIS. Manage and direct HRIT implementation and engages key external managers across USCIS while coordinating resources and projects.
  • Ensure documentation, including operating instructions and all other technical data needed for current implementation and future system modifications, accompanies all new and modified systems, and complies with life cycle standards.
  • Provide significant project/program management advice and counsel to HRIT Chief and Deputy Chief on daily operations by collecting and analyzing information, coordinating actions, and reporting status.
  • Lead complex projects, often cutting across organizational lines. Define critical quality factors, process improvements on key initiatives that result in significant improvements in service delivery, reduced operational costs, and increased quality.
  • Provide technical advice on strategic issues and collaborate with other offices across USCIS and other components in DHS to improve end-to-end HR management processes throughout USCIS.
