We are currently seeking to fill two (2) Program and Projects Coordinator vacancies within the Employment and Human Services Department; however, the eligible list established from this recruitment may also be used to fill other county-wide vacancies as they arise.


We are looking for someone who:

  • Has demonstrated experience in program and project management, including supervising staff or overseeing initiatives that involve monitoring performance, ensuring compliance, and implementing quality assurance and improvement practices.
  • Has the ability to analyze quantitative and qualitative data to inform program development, planning, and training.
  • Is skilled in building and maintaining effective relationships with diverse stakeholders, including internal staff, external partners, and community organizations, to ensure successful collaboration.
  • Has experience in providing technical assistance or supporting capacity-building efforts to strengthen program outcomes and organizational practices.
  • Takes initiative to identify and address program or project challenges, proactively resolving issues and mitigating risks to achieve goals.
  • Communicates effectively both orally and in writing, including presentations, reports, meeting facilitation, and training delivery.
  • Is detail-oriented, follows through on tasks until completion, and effectively monitors and tracks progress toward objectives.
  • Is open to exploring innovative practices and engaging with communities to inform policies and programs that support service improvement and equity.

What you will typically be responsible for:

  • Monitoring contract compliance, service quality, and tracking performance outcomes of service providers.
  • Assisting with the development of reports, quality assurance processes, and customized plans for capacity-building, such as trainings and technical assistance.
  • Coordinating and collaborating with internal and external partners to enhance service delivery.
  • Assisting in the development and revision of administrative policies, protocols, and procedures impacting service providers or collaborative partnerships.
  • Conducting program assessments and site visits to ensure alignment with program goals and fidelity.
  • Monitoring and reporting on service performance using data systems and software platforms.
  • Maintaining ongoing communication with internal staff, external service providers, and key stakeholders.
  • Representing the department at partner events, meetings, and community engagements.
  • Providing administrative support and staffing assistance for advisory or collaborative groups as needed.

The eligible list established from this recruitment may remain in effect for six (6) months.

Qualifications

License Required: Possession of a valid California Motor Vehicle Operator’s License may be required based on assignment. If applicable, out of State valid Motor Vehicle Operator’s License will be accepted during the application process.

Education: Possession of a Bachelor's degree from an accredited college or university with a major closely aligned to the program area or assignment.

Experience: Five (5) years of full-time (or its equivalent) experience in program or project management with operational responsibility for timeline, budget and scope; which must have included one (1) year of lead or supervisory experience.

Substitution for Education: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. No substitution may be allowed for the required lead or supervisory experience.


Desirable Qualifications:
  • Experience working with complex state, federal, and county funding streams, grants, and program administration
  • Experience with nonprofit funding and budgeting
  • Familiarity with County contracts system and standards of contract compliance
  • Experience with non-profit organizations and county agencies serving vulnerable populations

  2. Multiple-Choice Assessment: Candidates who possess the minimum qualifications will be invited to participate in an online multiple-choice assessment. The assessment will measure candidates' competencies as they relate to the Program and Projects Coordinator classification. (Weighted 100%).

DISASTER SERVICE WORKER
All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect.
