**The duty station will be established at any of the SBA District Offices within Region 3 OR Atlanta, GA** You will serve as a Program Analyst (Recovery Coordinator) for US Small Business Administration, Office of Disaster Recovery & Resilience (ODR&R), Field Operations Center East in Atlanta, GA.
This position is responsible for coordinating disaster recovery efforts with other recovery and resilience program management stakeholders and partners in a field environment for a protracted period.
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement.
However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
Experience: To receive credit, you should indicate the month and year as well as the average hours worked per week for each employer.
Average work hours should be stated on the resume to quantify each period of work experience or that experience may not be credited toward meeting the specialized experience requirement if not otherwise verifiable.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position.
This experience may have been gained in a Non-Federal service position.
In addition, this Specialized Experience must demonstrate the following: Experience in response and recovery operations for emergencies such as natural or manmade disasters; AND Experience with coordinating with local, state, or federal officials or stakeholders during emergencies; AND Provide response and recovery support for all disaster survivors and community stakeholders; AND Draft task-orientated plans that integrate an organization's programs with local, state, or tribal governments, or key stakeholders.

As a Program Analyst (Recovery Coordinator) at the GS-0343-13, some of your typical work assignments may include: Develop pre-disaster relationships within the Whole Community to create a methodical and formulaic approach to long term recovery that promotes resiliency and facilities post-incident recovery operations.
Serve as Agency spokesperson at regional conferences, meetings, committees, and working groups to present the organization's message and to ensure seamless integration of incident recovery operations.
Use exceptional knowledge of the National Disaster Recovery Framework (NDRF) to represent SBA in Federal, state, and local meetings to develop, monitor, and execute SBA's role in recovery efforts in the impacted state, in both a pre and post disaster environment.
