The incumbent serves as the Oncology Data Program Analyst for the VA Eastern Colorado Healthcare System with pathology, medical and surgical oncology services, and a research program affiliate with a major medical school.
The work of the position supports the care and treatment given to patients with malignant conditions and certain benign CNS tumors.
The incumbent manages and reports oncology data using a variety of national standards, established reference materials, and databases.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

Preferred experience: Current national board certification through National Cancer Registrar's Association (NCRA) with minimum of 1 year of experience; 5 years experience preferred.

Examples of specialized experience would typically include, but are not limited to: extensive knowledge of medical terminology related to the classification, diagnosis, staging and treatment of cancer and the multidisciplinary approach to cancer prevention and treatment; demonstrated experience with the organization, missions and functions, projects and programs of hospital and central oncology registry databases; skilled in applying analytical and evaluative techniques to meet standards; experience in the structure and required content of multidisciplinary cancer conference standards; expert knowledge of clinical and managerial plans, policies, and programs OR Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree in a related field, or possess a LL.B or J.D.

To qualify based on education for this grade level you must have completed a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a related field or LL.M., if related.

Major Duties:

** Duties include but are not limited to: Assurance of compliance and implementation with regulatory requirements of accreditation bodies including American College of Surgeons, local administration, VISN, JCAHO, and other accreditation bodies as determined by appropriate authorities and national directives.
Works with the Cancer Program Manager and/or Cancer Committee Chair while creating/updating hospital policies, creation of sub-committees, documenting and reporting findings to appropriate personnel.
The incumbent must continually review guidelines and directives issued by these programs and other governing agencies and authorities to ensure on-going facility-wide compliance with them.
Uses a variety of software programs to retrieve, track and analyze pertinent data from the oncology patient database and other web-based programs.
Curates, analyzes, compiles, consolidates, reviews and edits information relevant to cancer prevention, diagnosis, treatment, clinical trial participation and disease surveillance.
Analyses are regarding quality of cancer care, utilization patterns, clinical outcomes, performance measures/monitors, patient demographics, incidence, and workload capture.
Monitors cost of operations when contract services are utilized to provide leadership guidance on hiring actions as long-term strategic objective.
Interprets and presents data gained from various federal and non-federal sources.
Continually monitors data quality for compliance to ensure compliance with VHA standards, program goals and objectives are met.
Communicates with a wide variety of professionals and departments either written or orally using extensive understanding of applicable medical terminology as it relates to diagnosis, staging, classification and treatment of cancer and certain benign CNS conditions.
Prepares various reports to effectively assess organization-wide progress towards established goals.
Attends meetings and presents prepared analytical briefings, exhibits, charts, reports, and other narrative and statistical material relevant to the program's objectives as required by the Cancer Committee.
Monitor cancer committee processes and procedures regarding oncology data management standards, implemented to improve patient care and to verify compliance with requirements.
Incumbent prepares meeting reports and ensures appropriate documentation in compliance with local and national standards regarding oncology data management.
The incumbent collaborates with the Cancer Program Manager and Cancer Committee Chair to compile, edit, publish, and disseminate a quarterly and annual reports.
Participates in local and national quality improvement initiatives and collaboratives related to cancer prevention, diagnosis, care, and disease surveillance.
Monitor case finding data sources, case ascertainment processes, and adhering with guidelines of: International Classification of Disease Oncology, current CoC standards manual for oncology data management (relevant to diagnosis year), current site specific prognostic factors manual, SEER Extent of Disease, SEER Hematopoietic Database, multiple primary/multiple histology rules pertinent to diagnosis year, CAP protocols and NAACCR standards.
Experience in cancer registry data submissions, performs quality auditing activities based on State, National, and Commission on Cancer standards and protocol Other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
