Full Job Description

You will serve as a PROGRAM ANALYST (MILITARY OPS EXPERIMENTATION) in the CAPABILITIES DEVELOPMENT BRANCH (N90) of COMMANDER US FLEET FORCES COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience conducting analysis of reports that include both anecdotal and technical data from experiments, technology evaluations and demonstrations.

Experience researching new technology from both government and private industry to address the most critical Navy capability gaps.

Experience using online databases to identify and track technology being developed by industry, government labs, Navy warfare centers and university efforts.

Experience directing interdisciplinary teams that may include government and civilian engineers, active-duty personnel, and analysts.

Experience managing project formulation, execution, delivery, and financial schedules.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will oversee multiple concurrent multi-year Fleet Experimentation campaigns, each focused on developing capabilities to resolve specific priority warfighting gaps identified in Fleet Commanders' FLEX Guidance.
  • You will coordinate with leadership, platform officers and other USFF stakeholders to define focus areas and warfighting gaps for multi-year FLEX campaigns and generate Commander’s FLEX Guidance messages.
  • You will coordinate action on FLEX post-event recommendations to field materiel and non-materiel capabilities to mitigate priority Fleet warfighting gaps
  • You will leverage FLEX results to identify emerging Fleet capability requirements to support development of Integrated Prioritized Capability Lists (IPCL) for each warfare area, the Fleet IPL and requirement letters.
  • You will routinely assess relevant capability development programs and make recommendations for process changes to facilitate effectiveness, efficiency, and timeliness of solution maturation and assessment across programs.
  • You will interact with the Research and Development and Science and Technology teams, SYSCOMs and other technology developers to seek materiel capabilities that have potential to mitigate all or some portions of priority Fleet gaps.
  • You will develop, review, and submit Inputs to support responses Requests for Information (RFls) from higher-level military commands, the OPNAV and SECNAV staffs, and Congress associated with Fleet Experimentation.
  • You will participate in the preparation, submission and briefing of the annual financial plans for the Fleet Experimentation program and other USFFC-funded capability development efforts.
  • You will independently prepare, review, maintain, and present executive-level briefings at appropriate classification levels up to TOP SECRET to the USFFC N8/9 director and other personnel involved in Fleet Experimentation and related efforts.
