Summary

This job involves analyzing and improving city programs, especially in grants and financial operations, by evaluating their effectiveness, managing costs, and recommending better ways to run things.

Key Requirements

  • Bachelor’s degree in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or related field
  • At least four years of experience in project management or systematic review, analysis, interpretation, and evaluation of grants, housing development, or financial/operational data
  • Proficiency with integrated word processing and spreadsheet functions
  • Knowledge of agency programs, missions, policies, management principles, and analytical methods for assessing program effectiveness
  • Skills in fact-finding, investigative techniques, oral and written communications, and developing presentations and reports
  • Understanding of basic budgetary and financial management principles for long-range planning
  • Preferred: Previous experience with grants

The Office of the Chief Financial Officer - Office of Development and Grants division is accepting applications for a Program Analyst IV position.

Position Summary

The Program Analyst class includes positions that primarily serve as analysts and advisors to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies or both. Positions in this series require knowledge of: the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Some positions also require an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. The work requires skill in: application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.

Requirements

• Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.
• Develops cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs
• Independently conducts field surveys and carries out routine research in connection with budget, legislative or management studies and/or performs analysis of actual expenditures compared to the budget or public policy issues
• Utilizes data collection and analysis techniques to evaluate individual programs; submits oral and written reports to management personnel for their consideration and decision-making
• Receives from Departmental Financial Services financial and financial-related information to perform analysis of program effectiveness
• Researches and investigates new or improved business and management practices for application to agency programs or operations
• Advises on and works with the Department of Innovation and Technology regarding the potential benefits/uses of automation to improve the efficiency of administrative support or program operations
• Analyzes new or proposed legislation or regulations to determine impact on program operations and management
• Develops new or modified administrative program policies, regulations, goals, or objectives
• Initiates and/or recommends that an audit be performed
• Reviews audit and investigative reports to determine appropriate changes or corrective action required
• Provides assistance to Federal, State, and local agency officials in developing proposals and in preparing program plans and project application documents
• Performs special projects and other duties as assigned

Qualifications

Education
Bachelor’s degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.

Experience
In addition to the minimum education requirements, the following experience requirements also apply:

Program Analyst IV – at least four (4) years of experience providing project management-related activities or a systematic review, analysis, interpretation, and evaluation of grants, housing development or other financial/operational data. Program Analyst must demonstrate proficiency with integrated word processing and spreadsheet functions.

Preferred Experience
Previous experience with Grants

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
