Program Analyst II
Senior Housing Consultant


The Bridging Neighborhoods Housing Consultant II directly serves individuals eligible for current and future programs managed by Bridging Neighborhoods, a part of the Housing and Revitalization Department.

Providing a high level of customer service, the Housing Consultant II works one-on-one with residents applying to Bridging Neighborhoods programs providing community outreach and assistance with program application and participation.

As the participants’ primary point of contact, the Housing Consultant II assists program participants in getting to the finish line – whether that be a completed home swap, home repair, seawall, or other intervention.

This position takes responsibility for data collection, reporting, development of program materials, and coordination.

The Housing Consultant reports to the Bridging Neighborhoods Deputy Director and works collaboratively with the entire Bridging Neighborhoods Team. This is a full-time, exempt position. The position is currently hybrid - in office and at home.

The office location is the Coleman A. Young Municipal Center at 2 Woodward Avenue, Detroit, Michigan. Evening and weekend hours are required periodically.

Requirements

Duties and responsibilities include, but are not limited to the following:
  • Serve as a primary point of contact for residents participating in Bridging Neighborhoods programs, ensuring all interactions are handled with empathy, clarity, and professionalism.
  • Perform case management services for applicants and participants providing regular communication through phone, email, text and in-person meetings with patience and support.
    1. For home swap programs:
      • Determining eligible participants from applications and advising on application requirements.
      • Assisting with the home selection process including viewing homes online and in person, home tours, and other events.
      • Counseling participants on requirements for signing a swap agreement and closing.
      • Assisting participants in walk-through of home and preparation for moving.
    2. For home repair, environmental mitigation, seawall, and other similar programs, this includes:
      • Guiding applicants through eligibility and documentation requirements
      • Evaluating eligibility of applicants and program readiness of participants and advising applicants on meeting program requirements.
      • Communicating with participants in preparation for the repair / intervention
      • Providing satisfaction survey after construction completion.
  • Input case management data and communications into online relationship management system, update relevant data in Smartsheet, and provide regular reporting.
  • Address resident concerns or complaints with understanding and a solutions-oriented approach.
  • Conduct outreach through multiple means (mailings, phone calls, emails, texts, door-knocking, home visits, virtual and in-person meetings, and/or other community events) to inform residents of programs, application process, and eligibility requirements.
  • Prepare documents and complete tasks in advance of real estate closings and ensure closings are completed in compliance with program policies and timely completion of post-closing activities.
  • Design and create program materials including flyers, online forms, meeting materials, and web content in collaboration with team members; serve as point person for completing division website updates.
  • Develop and maintain relationships with residents, stakeholders, and local organizations.
  • Seek resources to address residents’ needs and find creative solutions to challenges.
  • Perform other duties as assigned.

Qualifications

In addition to the minimum education requirements, the following experience requirements also apply:

For entry into the Program Analyst position, one (1) year of professional experience providing project management-related activities or a systematic review, analysis, interpretation, and evaluation of grants, housing development or other financial/operational data is preferred but not required.

Program Analyst must demonstrate proficiency with integrated word processing and spreadsheet functions.

  • For selection, appointment to a Program Analyst level II or higher, in addition to the minimum education requirements, more progressive levels of experience are required based on the following:
  • Program Analyst II – at least two (2) years of experience.
    Bilingual - English and Spanish, a plus.

    Equivalency
    • Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
