Job Description

Summary

This job involves planning and managing IT acquisitions for defense cyber programs, analyzing how well projects are going in terms of cost, efficiency, and timelines, and working with teams to ensure everything aligns with broader goals.

It's a key role in supporting U.S. Cyber Command through the Defense Information Systems Agency.

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA - FE/IT Services Division.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Qualifiying experience such as working processes involving acquisition, budgeting, analyzing, or project planning for IT polices and strategies; experience such as providing advice, guidance, and direction to lower graded staff; experience such as coordinating, and conducting evaluative research or analyzing policies.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Performs most acquisition planning tasks for approved programs. Develop and manage requirements, completion of acquisition strategy documents.
  • Performs continuing analyses of the effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the acquisition program’s progress and success.
  • Development and execution of written Quality Assurance Surveillance Plans and responsibility for preparation and submission of Contractor Performance Reports. Prepares associated briefing materials to justify and explain proposed acquisition strategy
  • Collaborates with DoD agencies, customers, and agency leadership to identify those elements of broadly stated program objectives that require procurement action and to define specific objectives for program acquisitions.
  • Reviews and evaluates the effectiveness of contracting actions in contributing to overall C4E mission achievement.
