The Telehealth Program Analyst position is required to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout Southern Arizona VA Health Care System using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/13/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Develop, recommend and submit changes for improved workload distribution, workflow; research, compile, assimilate and prepare confidential or sensitive documents; extract information from data systems and/or develop database applications, surveys or other tools to collect required information and update reports; develop training materials or other tools to assist management and leadership in utilizing data and reports; assist with data reporting and database applications development.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . Master's degree or equivalent or LL. Or J.D.
or 2 full years of progressively higher-level graduate education leading to such a degree. OR, Combination: ???????Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond the bachelors degree education may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages.
The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education beyond a bachelor's degree will qualify toward GS-9.
Example: An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education.
The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7.
Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.

Major Duties:
The Facility Telehealth Program Analyst is a full-time position that reports to the Facility Telehealth Manager, Telehealth Program, within the Deputy Chief of Staff Service.
The Facility Telehealth Program Analyst position is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout Southern Arizona VA Health Care System.
These settings include six
Community-Based Outpatient Clinics (CBOCs), one
Primary Care Telehealth Outpatient Clinics (PCTOCs), one
Vet Centers and the Veteran's place of residence, including state-sponsored Veteran's Homes.
Additionally, Sharing Agreements, Memorandums of Understanding, and other types of agreements or contracts may be used by Southern Arizona VA Health Care System with other federal agencies, such as Indian Health Services (IHS) and the Department of Defense (DOD), and community partners, such as universities and public organizations, to meet the growing health care needs of Veterans with the intent of enhancing the accessibility, capacity, and quality of VA healthcare.
Monitoring The Telehealth Program Analyst position is required to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout Southern Arizona VA Health Care System using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans.
This position supports the delivery of health care through all Telehealth modalities: synchronous, asynchronous and remote monitoring; therefore, it is imperative that the incumbent is a subject matter expert (SME) for all Telehealth and Connected Care technologies as well as the information technology (IT) platforms, processes and systems that VA utilizes with which these technologies must integrate.
Analysis Incumbent develops procedures and systems for establishing, operating, and assessing the effectiveness of Telehealth and Connected Care programs throughout the Southern Arizona VA Health Care System; as well as the accomplishment, evaluation, and monitoring of audits, inspections, and management reviews.
Independently conducts analysis of all CBOCs within Southern Arizona VA Health Care with VISN and Regional impact.
Develops and coordinates a wide variety of standard operating procedures with full and complete technical advice for telehealth technologies to ensure they are secured, ready for use within required/established timeframes and accounted for.
Prepares and tracks maintenance work orders, information systems, inventory records, and communicates with the Office of Connected Care Help Desk (OCCHD) to facilitate troubleshooting, repair, and coordination of replacement equipment as necessary.
Data Management and Reporting Incumbent develops methods for automating reports using a variety of software packages and applying judgment in selecting the most appropriate software type; and modifies the existing tracking system to correct problems or establishes a database management system to improve tracking methods.
In doing so, follows all facility data security and privacy requirements. Analyzes and integrates program technical, workload, and patient enrollment information.
Independently reviews quality and performance data (e.g., patient satisfaction surveys, image quality, performance metrics, clinic wait times, etc.) for Telehealth and Connect Care program effectiveness and satisfaction and develops process improvements as required.
Participates, tracks, and monitors development of office and program equipment, travel, etc.
Support Incumbent provides technical support and assistance for all Telehealth and Connected Care programs, technologies and systems.
Installs, configures, activates, and tests equipment, related peripherals, applications and software.
Provides training to the clinical staff on proper use of Telehealth and Connected Care technologies and systems.
Organizes and implements testing for compatibility of systems and equipment with remote sites. Conducts site visits to determine educational and technical needs.
Incumbent provides technical support to Clinic-Based and Home Telehealth programs.
Liaison Incumbent will serve as a contact and resource person for individuals requesting information about Telehealth and Connected Care programs, furnishing them with the desired information or directing them to the appropriate resource.
