The Program Analyst position is a critical administrative and analytical role located within the VA Community Care (VACC) Service at the Bay Pines VA Healthcare System in Bay Pines, Florida.
As a Level 1A complexity medical and surgical facility, BPVAHCS provides a full spectrum of comprehensive healthcare, including inpatient, outpatient, and residential treatment across its main facility and eight community clinics.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS09 position you must have served 52 weeks at the GS7. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Analytical Evaluation: Applying analytical and evaluative techniques to identify and resolve procedural or factual issues.
Operational Analysis: Evaluating the efficiency of program operations or administrative functions like budget, procurement, or HR.

Physical Requirements: The work is performed in an office setting, with some traveling to conferences and training.

Major Duties:
The Program Analyst serves as a specialized advisor and analyst, applying advanced management principles and analytical techniques to evaluate the effectiveness of program operations.
A central component of the role is serving as an Automated Data Processing Application Coordinator (ADPAC), providing essential technical and software support to more than 150 clinical and administrative staff members.
In this capacity, the analyst acts as the subject matter expert and access manager for a suite of critical service software applications, including HSRM, EPSI, ECFax, and the Computerized Patient Record System (CPRS).
Major duties and Responsibilities: The duties of the Program Analyst are divided into three primary functional areas, but not limited too: ADPAC/Management Assistance, Performance Improvement and Organizational Analysis, and Program Administration.
ADPAC and Management Assistance - Software Subject Matter Expertise: Serves as the primary subject matter expert and access manager for essential service software applications, including HSRM, EPSI, ECFax, RefDoc, Cisco Finesse, and CRM.
- User Access Management: Manages the full lifecycle of staff access, ensuring new hires receive necessary IT equipment and credentials while ensuring departing employees' access is revoked and equipment is returned.
- Technical Troubleshooting: Acts as the first point of contact for application access issues, basic hardware troubleshooting, and password maintenance.
- System Proficiency: Utilizes deep proficiency in VistA and CPRS platforms to manage user-related elements and applies basic knowledge of VA Fileman for data management.
- Infrastructure Planning: Proactively assesses service software platforms for future enhancements and identifies upcoming IT hardware and software requirements.
- Compliance Auditing: Ensures the completion of mandated audits, including VistA Access and Telephone Directory Reviews.
- Administrative Support: Facilitates staff entry of IT service tickets, manages email distribution lists, and assigns group drive access.
Performance Improvement and Organizational Analysis - Data Analytics: Employs advanced tools such as Power BI, Pyramid Analytics, VSSC reports, and the Consult Toolbox to analyze complex data sets.
- Metric Reporting: Collects and analyzes service-specific data to prepare status reports for leadership, focusing on consult volumes, timeliness metrics, and document backlogs.
- Operational Priority Setting: Provides data-driven insights to help leadership determine operational priorities and resource allocation.
- Facility Updates: Compiles and formats relevant service metrics to support Executive Leadership facility updates and strategic planning.
- Efficiency Studies: Conducts studies on administrative and clinical processes to make recommendations for improving organizational effectiveness.
Program Administration - Liaison Operations: Acts as a central point of contact between Community Providers, TPAs, VA staff, and Veterans to coordinate community care delivery.
- Policy Interpretation: Interprets legislative statutes, VA IVC policies, and contractual obligations to resolve complex billing concerns and remove barriers to care.
- Provider Management: Supports the administrative management of the Provider Agreement program and assists with reports concerning potential quality issues (PQI) or Fraud, Waste, and Abuse claims.
- Trend Monitoring: Tracks and monitors reporting trends related to provider quality and serves as a resource for those submitting concerns.
- Operational Coverage: Provides essential coverage for the Veteran Experience Officer (VEO) position as needed, utilizing platforms like the Patient Advocate Tracking System-Replacement (PATS-R).
- Stakeholder Communication: Updates community providers and internal staff on new or changing VA directives or mandates.
- Additionally, the position is responsible for assisting service staff with: Obtaining VistA Menu and Keys. Submitting Electronic Process Access System (ePAS). Assisting group drive access.
Managing email distribution lists. Submitting security group membership requests. Ensuring access to Vista/Computerized Patient Record System (CPRS). Support staff entry of yourIT service tickets.
