Summary

This job involves analyzing government programs and manpower needs at a military medical center to help management make better decisions about resources and staffing.

About the Position: This position is with the Defense Health Agency located within the Puget Sound Market, Army Medical Center Madigan within the Resource Management Department, Tacoma, Washington.

Specialized Experience: One year of specialized experience, equivalent to the GS-09 level in the Federal service which includes providing program and manpower analysis to management on the effectiveness of government programs, which includes experience using automated systems such as Defense Medical Human Resources System-internet (DMHRSi) or Defense Civilian Personnel Data System (DCPDS).

OR Education: Successfully completed a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration/Management, Human Resources, or Healthcare Administration.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Major Duties:

  • Serve as Management/Manpower Analyst and coordinates manpower and force management activities.
  • Develop, prepare, review, revise and maintain personnel status on the Table of Distribution and Allowances.
  • Review request for personnel actions.
  • Review proposals for manpower adjustments; provide advise and recommendations for realignments and reprogramming to assure continued mission accomplishments.
  • Conduct manpower and management studies within the clinic related to mission, organization, functions and work processes and procedures.
  • Represent the organization at conferences, seminars, and meetings involving discussions and subsequent guidance about decisions, and changes in manpower management, requirements, allocations, TDA documents, and manpower utilizations.
  • Train staff on manpower procedures.
