Summary

Full Job Description

The position is assigned to Engineering Service, Central Alabama Veterans Health Care System(CAVHCS), West Campus.

Primary duty station will be Montgomery, West Campus; however, incumbent will be required to travel to and work at the Tuskegee, East Campus.

The incumbent serves as a Program Analyst within the Office of the Chief, Engineering Service performing assignments that are typically limited in scope or clearly defined segments of larger projects.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks as the GS-7.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: GS-7 LEVEL GRADE REQUIREMENTS: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 5 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: GS-7: prepares reports and presents information effectively; performs data analysis, to include collecting, evaluating, data and assisting with evaluating and recommending operational process changes.

OR, Education: GS 7 Requirements Must have successfully completed one (1) full year of graduate level education.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position.

(TRANSCRIPTS REQUIRED) OR; Must have completed a 4-year course of study leading to a bachelor's degree and have superior academic achievement (S.A.A). S.A.A.

must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position.

(TRANSCRIPTS REQUIRED)S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership .1.

Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses .2.

Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.

3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b.

3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

c. Election to membership in a national scholastic honor society.

OR, COMBINING EDUCATION AND EXPERIENCE: Must have successfully completed an equivalent combination of experience and education as described above.

Preferred Experience: 1 year of experience using Veterans Health Information Systems and Technology Architecture (VistA) or similar software system to enter in accounting or fiscal related to accounts payable or receivable.

6 months of purchase card or credit card experience ordering, submitting requests, and tracking orders.

Experience : refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties:

Program Support & Analysis 75 Percent Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.

Monitors compliance with established requirements. Develops strategies to improve program operations.

Applies a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting results.

Assignments are of limited complexity involving conventional problems which can be resolved through the selection and application of a variety of standard analytical techniques and procedures.

Establishes the necessary facts and links those facts to the appropriate solution of assigned problems and issues while continuously deciding whether sufficient information has been gathered to substantiate findings.

Program Budgeting 25 Percent Incumbent manages and assists community grant and per diem sites in applying for and maintaining their status as a grant and per diem provider.

Incumbent provides training where necessary, oversees a budget of over 1 million dollars annually of special funded money.

Incumbent organizes inspections and is responsible for tracking performance measures nationally in this program.

Incumbent makes recommendations based on the analysis to overcome budgetary shortfalls within program and reports any variations in excess or deficit.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00am to 4:30pm. Work schedule may change based upon agency needs.
