The Department of Human Services is seeking a skilled and motivated Program Analyst 3 to join the Office of Long-Term Living (OLTL)'s Division of Policy Development and Analysis.
In this important role, you will lead efforts related to nursing facility regulatory and policy development, helping to ensure that policies are clear, effective, and aligned with the department’s mission to serve and protect vulnerable populations.

In this position, you will serve as a key member of the (OLTL)’s Policy Analysis team, where you will analyze and develop policies and payment regulations related to nursing facilities (NF).
Your work will involve evaluating and interpreting federal regulatory changes that impact Pennsylvania’s NF assessment program, including provider tax requirements, state-directed payments, nursing facility staffing regulations, and other critical components of NF policy.
You will review and assess additional federal regulatory updates that directly affect the operations of OLTL.
Based on your analysis, you will provide recommendations for system-wide communications, guidance, and training to support effective implementation.
In this role, you will apply your analytical abilities, sound judgment, and ability to work independently to contribute to informed policy decisions.

Work Schedule and Additional Information:
Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.
In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
