Full Job Description

You will serve as a PROGRAM ANALYST in the Undersea Warfare Division (N97) Subsea and Seabed Warfare Branch (N974) Integrated Undersea Surveillance System (IUSS) Team (N974B) of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties as a program analyst: 1) Applying a knowledge of Planning, Programming, Budgets, and Execution systems; 2) Demonstrating financial acuity through military budget experience, with an emphasis on programming and oversight; 3) Applying an understanding of strategic goals and needs to align resources to requirements in prioritized order, typically coming from HQ experience; 4) Presenting to senior leaders, quickly and effectively; 5) Building partnerships across multiple warfare domains for military intelligence programs; and 6) Creating and communicating clear courses of action for difficult resourcing decisions.

Experience in an Undersea Surveillance System is preferred.

  • You will serve as a senior management analyst or program analyst performing non-standard tasks to develop, analyze, evaluate, advise on, or enhance the effectiveness of organizational structures and procedures.
  • You will recommend utilization of money, manpower, or material resources or performs analytical and evaluative tasks related to development and/or execution phases of specific program objectives and operations of an organization.
  • You will create policy and requirements for every aspect of the undersea force unmanned underwater vehicles, Integrated Undersea Surveillance System (IUSS) and special programs.
  • You will plan, design and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes.
  • You will analyze, evaluate and integrate technical and non-technical data from multiple sources to assess the relevance and significance of developments.
  • You will serve as an expert representative on panels and committees with commitment authority.
  • You will maintain liaison with high level professionals at other government agencies to provide or obtain information on non-routine problems.
