Job Description

Summary

This job involves planning and coordinating military exercises for the Defense Logistics Agency to ensure their distribution centers are ready for everything from peacetime operations to full-scale conflicts and disaster relief.

You'll analyze past exercises to spot weaknesses, recommend improvements, and work with leaders and partners to create realistic training scenarios.

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: - Advises senior leaders on readiness impacts, emerging gaps, and lessons learned relating to exercise planning.

- Synthesizes after-action data and integrates findings into future planning cycles and recommends improvements to internal policies and processes.

- Analyzes exercise outcomes to assess readiness, identify operational shortfalls, and strengthen logistics integration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Coordinates, develops and maintains exercise plans for DLA Distribution to provide a ready Distribution capability in peace, transition, and the full spectrum of active operational commitments – to include Humanitarian Aid/Disaster Relief (HA/DR).
  • Designs realistic scenarios, injects, and operational environments aligned with the National Defense Strategy (NDS), National Military Strategy (NMS), Joint Strategic Planning System (JSPS), and relevant OPLANs/CONPLANs.
  • Represents DLA Distribution in enterprise-level exercise planning forums and interagency working groups.
  • Assists in the creation of the DLA Distribution Mission Essential Task Lists (METL) for DLA Distribution to prepare the organization for adequate response in the event of a contingency.
  • Develops and publishes Distribution specific Master Scenario Events List that demonstrates a comprehensive approach to meeting exercise and training objectives.
  • Provides exercise planning guidance to Distribution Centers worldwide, ensuring consistency and integration across the enterprise.
  • Attends and participates in a variety of exercise planning conferences and meetings with DLA Staff, Geographic Combatant Commanders staff, as well as representatives of the private sector and foreign government.
