Summary

This job involves analyzing and improving programs that provide early intervention and special education services to military service members and their families.

About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

This position may be eligible for situational telework as determined by the agency policy.

GS-14 Specialized Experience: One year of specialized experience which includes developing policy for early intervention and special education services, identifying deficiencies in existing programs, and justifies, defends, and/or negotiates changes, evaluating policy to improve the effectiveness of early intervention and special education services, and providing training to military and civilian audiences on programs and services available for service members and their families related to special medical and/or educational needs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

GS-14 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Provide input into a variety of programs, services, and training responsive to the needs of service members and their families, taking into consideration Executive Orders, directives, and regulations.
  • Deal with significant and complex issues to respond to the needs of service members and their families by increasing connections with communities, Military OneSource, and other programs, both on and off military installations.
  • Initiate partnerships to resolve a variety of complex issues involving the DoD's provision of services to infants, toddlers, children and youth with disabilities.
  • Conduct unprecedented special assignments on complex high-priority issues.
  • Review assigned programs for potential efficiencies based on joint service initiatives and/or federal partnership opportunities.
  • Direct program oversight and policy using expert and comprehensive knowledge and understanding of best practices and legislative requirements for the delivery of early intervention and special educations services.
