Full Job Description

This position is located in the Bureau of Human Resources, Office of Civil Service Talent Management, Talent Mobility Unit (HR/CSTM/TMU).

CSTM develops, monitors, and administers programs, policies, procedures, and evaluation criteria for designated Civil Service human resources management functions.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience identifying methods to facilitate efficient processes that increase mobility-related retention strategies for the Department's workforce.

Experience providing programmatic advice on talent mobility planning initiatives and organizational recruitment and retention strategies.

There is no substitute of education for specialized experience for the GS-13 position. Major Duties:

  • Analyzes and advises management on the direction, implementation, coordination, and oversight of one or more of a variety of Talent Mobility programs impacting the Department.
  • Plans and conducts special studies, personally or through team members, provides advice and solutions to managers of headquarters functions, and develops and evaluates policies in assigned areas of responsibility.
  • Leads the development, implementation, and monitoring of management information systems that focus on the Bureau's progress in executing long - and short-range plans, implementing policies, and managing programs by tracking the accomplishment.
  • Provides oversight and coordinates the identification, analysis, and issuance of policies with managers and top-level officials of the Bureau. Advocates Bureau views and policy positions, takes note of opposing points of view, and develops reports.
  • Serves as a presenter in various settings and in small and large groups to provide information and briefings to stakeholders, employees, senior management officials, and others. Represents the Bureau at meetings and conferences as needed or directed.
