In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent (may have been obtained in the federal service, military, or public sector).
Example of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical NLCC and NC3-related operational Space Segment plans and programs participating in or conducting major operations such as space mission, training, mobilization, contingency or similar operations and Planning, Programming, Budgeting, and Execution system (PPBE); knowledge of the military command structure, organizational relationships and roles and responsibilities of all interdepartmental agencies, offices and Air Force MAJCOMs that contribute capabilities to the nuclear mission; in depth knowledge of the roles and responsibilities of all interdepartmental, Joint Staff and Air Force agencies responsible for the requirements validation, acquisition, sustainment and operation of space assets that contribute to NLCC and NC3 capabilities; knowledge of space program goals and objectives, the sequence and timing of key operational space events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various entities related to NLCC and NC3-related operational Space Segment involved in overall planning and execution of operations and evaluations FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\.
Ability to assess the status and build products that enable AF/A10 to advocate and explain the important role of National Leadership Command Capability (NLCC) and Nuclear Command, Control, and Communications (NC3) capability, nuclear deterrence, and the importance of reinvigorating the nuclear mission from a stewardship perspective and the contribution of the AF nuclear mission to the nation's strategic deterrence posture.

Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, in support of NC3-related Space Operations including Missile Warning/Missile Defense (MW/MD), MILSATCOM, Cyberspace, Situational Awareness/Command and Control (SA/C2), and other related NC3 operational missions.
3\. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relations. 4\.
Ability to apply National Leadership Command Capability (NLCC) and Nuclear Command, Control, and Communications (NC3) space segment (MILSATCOM and missile warning) background, knowledge and experience to complex issues facing the Air Force and the nation's nuclear mission.
5\. Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts and capabilities requirements.

Summary The primary purpose of this position is to serve as an Air Force Program Analyst in HQ AF/A10 Nuclear Command, Control and Communications (NC3) Division to examine, evaluate, advocate, and implement current and future AF NC3 Space Segment policy/guidance, including Missile Warning/Missile Defense (MW/MD), military satellite communications (MILSATCOM), Situational Awareness/Command and Control (SA/C2), and other space policy and space capabilities related NC3 operational missions.
Duties Develops and recommends enterprise-wide National Leadership Command Capability (NLCC) and Nuclear Command, Control, and Communications (NC3)-related policy and guidance with expertise on space-related NC3 operational missions for nuclear mission stakeholders.
Researches and/or investigates National Leadership Command Capability (NLCC) and Nuclear Command, Control and Communications (NC3) nuclear-related Space Segment programs, policies, products and services to assist in resolving critical issues, improving program efficiency, recommending solutions and assisting with follow-up to senior management officials.
Defines critical issues and/or problems, collects data from various sources, assesses data, and determines the most effective and efficient method and approach to meet organizational tasks and requirements.
Conducts reviews and evaluations on special assignments related to operational National Command, Control and Communications (NC3) space missions within the nuclear mission, to include satellite constellations, which provide the nation's warfighters global, secure, survivable, strategic and tactical communications throughout the full spectrum of conflict.
