Summary

This job involves managing business, financial, and administrative operations for a high-level office in the Defense Logistics Agency, including analyzing processes, recommending improvements, and handling systems for purchases and travel.

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Utilizes qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.

Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more public programs.

Identifies and proposes solutions to experienced problems characterized by their scope, importance, and severity, and for which established management techniques are inadequate.

Plan, organize, negotiate with management, and implement recommendations and proposals which involve resources and/or require extensive change in established procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Program Manager within the Business Management Office for DLA Central.
  • Provide subject matter expertise to plan, establish, implement and manage the full range of policies, procedures, and comprehensive business, financial, and administrative management functions for the DLA Central Commander and staff.
  • Conduct studies and analysis of business, financial, and administrative processes and procedures to identify changes in work methods, management practices, and identify new objectives.
  • Identify administrative problems, process gaps, and advise the Commander/Deputy Commander of advantages and disadvantages of various methods and approaches for resolution.
  • Recommend strategies to improve capabilities and services in the areas of personnel, training, travel, records, and facilities management, agreements, supply support, controlled correspondence, audits, and other administrative programs.
  • Establishes administration policies and procedures on flow and operational control over management support functions, including civilian personnel, travel, training, records management, and directorate reports.
  • Responsible for Enterprise Business System (EBS) Business Workplace to generate Military Interdepartmental Purchase Requests (MIPR), and Defense Travel System (DTS) administrator.
