Base salary range: $62,107 - $80,737

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves analyzing and improving healthcare systems at a VA medical center in Tomah, Wisconsin, by working with electronic records, software applications, and networking tools to make patient care more efficient.

Employee will be assigned to the Facilities Service Line, VA Medical Center, Tomah, WI, performing workflow assessment and optimization in clinical systems support, administrative, educational, and networking research domains.
SPECIALIZED EXPERIENCE: Applicants must also have at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position.
To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service.
Specialized experience includes: responsible for improving the quality, efficiency and effectiveness of health care by integrating clinical and information processes in a health care environment; utilizing and training others in the use of an electronic health record system and associated clinical software to include conducting evaluations of clinical software needs; using available tools to make modifications to, design, or enhance software applications; testing and troubleshooting software to identify root causes and solutions of problems; and experience in the planning, support and implementation of software packages that integrate with various clinical multi-service software packages.

Physical requirements: This work requires moderate physical exertion and can involve prolonged periods of pushing, pulling, carrying, bending, stooping, crawling, crouching, reading inside of devices, and negotiating cramped working spaces.
Frequently work may be performed inside close enclosures and in awkward positions. Work may also require long periods of standing and walking.
Work can entail handling object weighing from 20 to 50 pounds. Some tasks involve climbing and working in high places using ladders or platforms.
Adequate eyesight and dexterity is required to perform reading of diagrams and intricate repair operations.
Technical, academic, and mental demands can be considerable as work performed will be of a precise nature and may require prolonged concentration.
Stressful conditions may occur due to the nature of the medical system mission in support of patients, staff and rapid timelines. Major Duties:
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Collects and analyzes data to make recommendations, develop training, and implement new software and data collection packages and perform networking operations for the hospital's Special Purpose Facilities Systems (i.e., door access control, video surveillance systems, paging and overhead announcement systems, duress and intrusion alert systems, etc.).
Exercises expertise in clinical support systems networking operations; develops performance management tracking tools; and extracts, analyzes, and provides data to assess treatment impacts such as system usage estimates, etc.
Provides relevant networking and/or administrative data to identify, quantify, and resolve organizational informatics problems. Integrates software applications for clinical services by
evaluating the unique needs of the specific clinical services in conjunction with the capabilities of the software;
reviewing the effectiveness of the systems and procedures; and
troubleshooting when functionality is compromised.; and utilizes the applicable software manager menu systems and tools, develops, modifies, and tests components specific to fields and data that individualize/customize applications to user roles/needs.
Utilizes databases and registries to formulate tools to support patient care support systems and ensure quality management and oversight of all special purpose systems.
Serves as the knowledge expert for all supported and associated clinical systems support software and provides users and staff with consultative support and education.
Consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make supported health care system operations more effective and efficient.
Examines the need for change throughout the organization; determines what changes need to be aligned and how to do it; and leads or participates on process improvement, root cause analysis and system redesign teams.
Improves efficiency and effectiveness of processes by utilizing knowledge of human factors, usability of redesigned health information systems (i.e., software and hardware), and knowledge of human physical and psychological barriers to usability; conducts tests to analyze usability, sequencing, flow, etc., ensuring adaptability of the process(es) to the workflow and that the processes used are the most efficient and effective; and redesigns and customizes processes.
Collaborates with technical, clinical, and administrative staff to develop system requirements while understanding system capabilities and limitations.
Utilizes analytical and evaluative techniques to assess the effectiveness of results and of other related programs.
Applies statistical analyses and interprets their significance including validity of measures used to generate outcomes related to patient support systems; and chairs/participates in a variety of information technology and information management committees.
Performs other related duties as assigned.
