Full Job Description

The incumbent serves as the VISN Enrollment Specialist (VES) and manages a wide variety of activities relating to the oversight of the VISN's enrollment and eligibility program.

The incumbent works with the VISN Business Implementation Manager (BIM) and Enrollment POC(s) and shares responsibility for planning, programming, and general administration of the VISN's enrollment and eligibility program.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11..

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-12 Grade Level: Specialized experience: Examples of specialized experience would typically include but are not limited to: 1. Evaluating standardization in enrollment across all VA Medical Centers.

2. Leading and organizing internal and external meetings and conference calls. 3. Serving as the SME for all matters related to enrollment and eligibility. 4.

Serving as technical liaison between VA Medical Center and Heath Eligibility Center. 5.

Completes presentations, writes papers and reports to and for variety of internal and external personnel of all levels.

Major Duties:

This position is located within the VHA Member Services, Health Eligibility Center in the Enrollment Standardization Office.

The major duties listed below, represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence.

You will progressively acquire the background necessary to perform at the full performance level of GS-12.

Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance and availability of higher level work.

Major duties include but are not limited to: Provides oversight reports, guidance, and monitoring of VISN eligibility and enrollment programs at all VA Medical Centers (VAMCs) and VA Clinics performing Veteran eligibility and enrollment functions within the assigned VISN.

Advises, compiles, analyzes and synthesizes VISN enrollment program performance data to identify strengths, weaknesses and improvement opportunities.

Reports performance measures and program effectiveness to VISN BIM and Deputy Network Director (DND).

Serves as VISN liaison between assigned VAMCs and Health Eligibility Center (HEC) for matters such as: providing guidance and oversight, coordinating facility support, arranging guidance, coaching and training requirements with HEC Coordinates and performs site visits for lagging facility-level enrollment programs.

Serves as the VISN Subject Matter Expert (SME) (to include training) for all matters related to Veteran eligibility and enrollment and provides technical guidance to VAMC enrollment staff.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-time, 40 hours per week, Monday through Friday, 8 hour shift between 8:00am - 4:30pm.
