Full Job Description

This position serves in as a Portfolio Manager for the Office of Acquisition and Logistics (OAL), Office of Logistics Policy and Supply Chain Management (OLPSCM).

The primary purpose of this position is to serve as a portfolio manager, responsible for developing commodity and material management strategies for commodity groups.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of the GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Assess past, current, and future spend and performance data to select the best overall strategy for a specific commodity.

Achieve enterprise-wide savings and performance improvements, effective customer support and integrated operations and processes with customers.

Responsible for overseeing various important and complex program segments simultaneously involving VA-wide acquisition, inventory management, and distribution.

Support a senior team leader or supervisor who reports to the Deputy Director, Office of Logistics Policy, and Supply Chain Management.

Responsible for developing, planning, coordinating, and implementing strategic programs/initiatives/activities for Acquisition Program Support.

Plan/Develop/Support short and long-term initiatives based on the guidance from leadership.

Identify key operational metrics and evaluates and prioritizes assumptions and conclusions supporting the short and long term strategic initiatives.

Conduct surveys of elements within the Department of Veterans Affairs to identify trends and determine if strategic implementation efforts are successful.

Physical Requirements: The work is mostly sedentary, although there may be some walking, bending, and climbing, associated with onsite inspections.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC.

This includes all locations that fall within a 50-mile driving distance from to 810 Vermont Avenue, NW, Washington, DC 20420. Major Duties:

Conduct surveys of elements within the Department of Veterans Affairs to identify trends and determine if strategic implementation efforts are successful.

Deliver presentations on commodity status, accomplishments, problems/analysis/solutions, requirements for support, and promotion of strategic sourcing objectives to immediate supervisors, seniors and executive-level leadership.

Develop and implement VA policies, concepts, and procedures for projects and programs.

Identify problems, recommend solutions and implement changes in policy, procedures, and other improvements to increase organizational effectiveness and efficiency.

Work Schedule: Monday to Friday 8:00am to 4:30pm(employee may be required to work unusual tours of duty) Compressed/Flexible: Available upon management approval.
