The White House's Office of National Drug Control Policy, Office of Performance and Budget (ONDCP/OPB) seeks Performance and/or Budget Analysts at the GS-09 through GS-14 levels for multiple six-month, non-reimbursable* detail positions, with an additional six-month option to extend.

This opportunity is open to any Federal civil service employee who is a U.S. Citizen and eligible for a detail assignment.
Full-time details are preferred; however, opportunities exist for part-time details (e.g., 32 hours/week).Ideal candidates will have the ability to provide detailed program performance analysis.
The ideal applicant would have demonstrated experience with some of the following: Establishing and executing on Government Performance and Results Act (GPRA) measures; Supporting the identification of evidence-based and evidence-informed practices within grant and other programmatic activities; Designing, implementing, and utilizing data collection instruments; Stakeholder engagement and feedback; Cross Agency, Department, and Interagency communication and collaboration; Working on high-visibility projects and products; Developing and applying performance management strategies and solutions to address performance management challenges and improve program effectiveness; Communicating complex and/or technical information to a broad range of audiences; Managing relationships and customer service with key internal and external stakeholders; Synthesizing highly complex and voluminous materials and presenting complex ideas, conclusions and recommendations persuasively and effectively, developing and delivering briefings, status reports and correspondence to leadership; Conducting diverse activities simultaneously and responding rapidly to varying, often time-pressured, assignments; Conducting evaluation and analyses of issues involving programs and policies; Drafting and presenting succinct written products to describe and summarize analyses, policy options and implications, and recommendations on such issues.
Understanding federal budget processes and governing laws, rules, policies, and regulations to provide analysis, advice and assistance regarding the effect of budgetary requirements and to evaluate the impact of changes in national, state, local and tribal programs on federal fiscal policy.
Understanding the functions, duties, operations, procedures and processes of the executive branch, procedures and requirements of congressional committees, public and legislative policy, and organizational aspects of government programs.
Analyzing complex problems and developing timely and practical solutions, especially in areas of budget formulation and program administration.
Recognizing and analyzing problems, conducting in-depth research, and gathering, evaluating, and interpreting complex information.

You will have the unique opportunity to work at the highest levels of government and to interact with a variety of staff and policy officials at the White House, Executive Office of the President (EOP), and over fifty National Drug Control Program Agencies (NDCPAs) across the Executive Branch.
Due to the nature of the Office of Performance and Budget's work activities, the duties of this position will closely align to those of Performance and Budget Analysts.
Some of these duties will include: Assist in the issuance of a data call to assigned departments and agencies specifying the timeline for completing the National Drug Control Assessment and the required format and information.
Assist in the production of the National Drug Control Assessment.
Collect data and information for assigned agencies for the National Drug Control Assessment to ensure the document is released according to statutory requirements.
Monitor and track relevant performance audits, reviews, inspections, evaluations, and other sources of performance data for all assigned programs, providing updates to ONDCP leadership on their status and potential impact.
Assist in conducting performance reviews (or tracking those conducted by GAO, OIG, or contractors) of National Drug Control Program Agencies (NDCPAs) programs and activities to identify areas of successes and opportunities for refinement.
Reviewing performance measures, targets, and results of NDCPAs and provide recommendations to refine how the performance of the agencies and implementation of the National Drug Control Strategy are measured.
Building, analyzing, and visualizing performance databases and dashboards. Developing products and processes connecting drug control performance with budget, strategy, and policy.
Coordinate with the interagency and ONDCP Components in fulfillment of other statutory reporting responsibilities as required for assigned drug control program agencies.
As necessary, support the update and issuance of new ONDCP Circulars.
Plan and carry out broad and complex strategic policy analyses to make recommendations on drug control program agency and program funding to achieve the policies and priorities of the National Drug Control Strategy.
Advise ONDCP senior leadership on significant budget management recommendations to support policy and initiatives for such actions.
Coordinate with senior representatives from other agencies regarding budget submissions to ensure their compliance with statute, circulars, Congressional authorizations, and budget submissions; and that they contribute to achieving the policies and priorities of the President's National Drug Control Strategy.
Make budget certification recommendations for assigned accounts and, if a budget is determined to be inadequate to carry out the National Drug Control Strategy, identifies budget actions the federal agency must take to make the budget adequate.
Coordinate drug control funding estimates, justifications, and background documentation, and evaluate the overall strategic effect on key ONDCP policies, goals, and objectives.
Monitor National Drug Control Program Agency financial resources to ensure proper allocation of funds in accord with the priorities of the National Drug Control Program.
Evaluate changes in policy that affect budget formulation of the annual national drug control program budget.
Assist in managing and developing the National Drug Control Strategy: Budget Summary and other documents.
Conduct special projects, assignments and analyses that include in-depth studies, publications, and presentations.
